Brief Description

To provide and manage a programme of work for all road vehicles and fleet management services in the region. Maintain compliance and develop the strategy to create an efficient, effective fleet operation which meets the business requirements whilst achieving maximum value. Contribute towards the efficiency of Network Rail, comply with the Network Rail Health & Safety Management System along with all relevant legal and industry standards.

About the role (External)
Your Main Responsibilities will be to:

  1. Lead and develop the regional road fleet team to deliver the strategic programme of works associated with regional road fleet activities and to deliver a flexible, competent, skilled and effective workforce at all times.
  2. Be the responsible Transport Manager for respective area for Network Rail's Operators Licence and undertakings issued by the Traffic Commissioner.
  3. Direct the strategic planning of regional road fleet replacement schedules, enabling road fleet replacement programs to meet with company policy, whilst maintaining requirements of vehicle users.
  4. Lead on achieving efficiencies through optimising regional road fleet requirements and specifications for optimum mobility.
  5. Manage all regional commercial aspects of the road fleet provision including all vehicle purchase or lease in conjunction with major partner/supplier contracts, management and service delivery meeting Network Rail's zero emissions strategy and targets.
  6. Lead and direct the regional road fleet team in planning, justifying, budgeting, and forecasting for the provision of road fleet transport services in order to meet the current and future business needs.
  7. Lead compliance in corporate health, safety, quality and environment processes for operating the regional road fleet.
  8. Pro-actively manage and work with suppliers to review, develop and maintain vehicle specification across the regional road fleet whilst driving best value for money across all spend categories related to road fleet.
  9. Provide support to the business to deliver legal compliance, managing audits across the network, identifying any areas requiring improvement plans to meet compliance. Assist the local management teams to address the areas of improvement identified to achieve audit compliance criteria.
  10. Manage the regional driver training strategy and operation within the region and routes including driver hours, licensing, ability to drive and managing Joint Approvals Unit for Periodic Training approved Centre for delivering vocational driver training.

You will ideally have (Essential)
  1. Chartered member of one of the recognised professional bodies.
  2. Educated to degree level or able to demonstrate relevant equivalent experience.
  3. Holder of National Certificate of Professional Competence Freight Transport Manager.
  4. Strong commercial focus and financially astute.
  5. Knowledge of the principles of Health & Safety, quality and environment legislation and best practice.
  6. Exceptional communication skills with demonstrable successful leadership capabilities.
  7. Successful experience of delivering behavioural change within a large organisation.
  8. Experience of contract and supplier management with strong commercial negotiation skills.
  9. Significant experience and knowledge of transport regulations.
  10. Ability to work flexibly and to make decisions quickly.
  11. Able to evaluate complex factors and make decisions to maximise benefit to Network Rail.
