The Role

We are seeking a dedicated and experienced Public Transport Team Manager to join our Passenger Transport Service. The focus of the role is on team management and acting as a technical lead on the development of the area's bus network under the Enhanced Partnership arrangements. You will also work alongside our home to school and behaviour change leads to ensure the network meets the needs of residents to access education and socially necessary journeys, continuing to build bus patronage and decarbonise transport through passenger transport mode shift. The successful candidate will work in conjunction with a communications role that will lead on consultation and engagement workstreams directly related to the new government Bus Grant and BSIP/bus priority infrastructure projects. The role requires close coordination with our local bus operators, EP partners in the West of England Combined Authority (WECA), along with other strategic partners such as Bristol airport, universities, and colleges.

In this role, you will, under the general supervision of the Passenger Transport Service Manager, lead the Public Transport Team and ensure the various initiatives as agreed by the Service Manager, Transport boards, and the Enhanced Partnership scheme boards, which currently cover:

  • Public and community transport
  • Management of the concessionary fares scheme
  • Initiation, commissioning, management, evaluation, and progressing of transport projects on behalf of the Council
  • Management, maintenance, and analysis of various datasets and transport data and/or information services associated with the service
  • Procurement scope, monitoring, and management of transport contracts
  • Strategic input into the area's development management plans and policies
  • Implementation of transport policy and strategy
  • Integration of internal resources to drive best value and innovation
  • Development of demand response transport

Key Responsibilities:

  • Manage and develop transport functions including supported bus services, concessionary fares, and passenger transport requirements for the residents of North Somerset Council.
  • Under the general supervision of the Head of Passenger Transport, manage staff, consultants, and contractors to effectively deliver services.
  • Manage all team resources to deliver challenging income targets, commercialise, and innovate service delivery in support of the One Council vision.
  • Provide technical advice for the Council in the development of regional and sub-regional projects and partnerships.
  • Direct, lead, motivate, train, and appraise a multi-disciplinary team of transport professionals and develop and maintain partnerships to effectively deliver optimal transport outcomes for the Council in line with the Council's standards and vision.

Essential Criteria:

  • Knowledge of public transport legislation and operating environment in England.
  • Understanding of home to school transport legislation.
  • Experience in modal shift projects.
  • Experience in public engagement.
  • Educated to degree level or relevant experience.
  • Proficiency in IT skills in Microsoft Office packages and experience in interpreting data and report writing.
  • Experience in project management.

Desirable Criteria:

  • Experience of team leadership in the field of public transport.
