  • Basic DBS disclosure
Skills & Experience:
  • CIPS Level 2, 3, or 4, or equivalent experience.
  • Expert knowledge and practical experience of using purchase to pay/ purchase ledger systems from a procurement viewpoint.
  • Knowledge of how to use e-tendering systems including setting up projects, tenders and clarifications.
  • Understanding of public sector procurement
  • Experience of generating, amending, approving and cancelling of Requisitions and Purchase Orders.
  • Proven experience in procurement within a public sector environment.
  • Experience in contract management and supplier relationship management.
  • Strong negotiation and communication skills.
  • Proficiency in Microsoft Office applications, particularly Excel.
What's involved with this role:

You will oversee the end-to-end procurement process within the council, ensuring that all purchasing activities comply with relevant legislation and council policies. This role involves strategic sourcing, supplier relationship management, and contributing to the council's objectives through effective procurement practices.

Key duties:
  • Oversee the procurement of goods, services, and works, ensuring compliance with legal and regulatory requirements.
  • Develop and implement sourcing strategies for key procurement categories, collaborating with stakeholders to align with the council's objectives.
  • Establish and maintain effective relationships with suppliers, negotiating contracts, and monitoring performance to ensure value for money and service delivery.
  • Create and update procurement policies and procedures, providing training and guidance to council staff to promote best practices and compliance.
  • Monitor procurement activities, analyze data to identify areas for improvement, and report on performance to senior management.
