Job description

This is a temporary position for 24 months to support the delivery of the Moray Growth Deal Cultural Quarter Project which is restoring two heritage buildings in Elgin as a catalyst for cultural regeneration in the region.

This varied role will provide general support to the CQ project team with a specific focus on the redevelopment of Elgin Town Hall.

The post holder will report to the Senior Project Officer for the Cultural Quarter, carrying out crucial project support to help the team achieve key milestones and targets, including coordinating communications and tasks with the CQ Project Board and partners including Elgin Town Hall for the Community among other key stakeholders.

Requirements
  1. To work with project team colleagues across council services and with key consultants/stakeholders to support the delivery of the Cultural Quarter projects.
  2. To assist in the implementation of elements of the project plan ensuring the project is delivered, based on best practice, and meets the requirements of the Moray Growth Deal investment partners, other funders, and a wide range of stakeholders, including the wider public.
  3. To support project team colleagues in managing core project processes by utilising agreed systems, gathering and collating data and information to assist with ongoing monitoring and evaluation of the project delivery process and the project outcomes and benefits.
  4. To assist in developing and coordinating internal and external communications.
  5. To undertake associated administration including the preparation of reports and maintenance of project documentation.
The Individual
  1. Proven experience in working on projects and delivering outcomes successfully.
  2. Proven experience of analysing complex information following complex processes and procedures, identifying opportunities for improvements.
  3. Proven experience of working in a project with multiple partners and stakeholders.
  4. Experience of working with public, community, and businesses.
  5. Financial management and project development skills.
  6. Knowledge and understanding of grant-funded projects.
  7. Ability to work within tight deadlines.
  8. HND or equivalent training/education in a relevant subject or equivalent relevant work experience.
  9. Good communication skills both written and oral.
  10. Ability to work calmly and efficiently under pressure.
  11. Confidence and ability to work with a minimum of supervision.
  12. Competent knowledge of Microsoft packages Word and Excel.
  13. Ability to prepare detailed reports and project/budget plans.
  14. Demonstrable critical analysis skills.
  15. Strong communication skills with ability to engage with colleagues, partners and the public to build productive relationships with key stakeholders.
  16. Be able to communicate with people from all walks of life.
  17. Where appropriate be able to respect confidentiality of information entrusted.
  18. Ability to work flexibly to meet the needs and demands of the project, including occasional evening and weekend working.
  19. Ability to work in different offices, at home, and on site/in partner organisation locations depending on the requirements of the project.

Temporary position for 2 years.

Starting Salary : £33.90 - £17.74 per hour

36.25 hours per week (52 weeks per year)
