ICF’s Digital Modernization Division is a rapidly growing, entrepreneurial technology department, seeking an IT (Information Technology) Project Manager, ServiceNow. Our team is a leading provider of Digital Transformation services for Federal agencies, focusing on enabling agency mission and business transformation using industry-leading low-code platforms, mobile applications, robotics process automation, and data analytics platforms.
We are currently seeking to hire an IT Project Manager, ServiceNow, to lead our cloud application development projects. The Project Manager will be responsible for working closely with the Program Manager to deliver client engagements by leading a scrum team and specific tasks for a federal client.
The ideal candidate will be a seasoned leader who combines an entrepreneurial mindset and practical 'get it done' work style with deep subject matter expertise in Agile IT application delivery. As the Project Manager, the candidate will be responsible for directing and guiding an experienced team of software developers, building shippable products, and managing Agile best practices using Scrum.
The candidate should possess superb communication, analytical, and time management skills. They must demonstrate the ability and desire to continually learn Cloud technologies and have an analytical and problem-solving mindset.
Responsibilities:
Project Delivery Responsibilities:
- Initiate, plan, execute, monitor & control projects by established standards.
- Engage with client leadership to ensure proper expectation settings.
- Manage project teams’ daily activities, projects, and tasks to focus on adhering to best practices, high standards, and on-time delivery to the customer.
- Work with the team to develop project plans, roadmaps, and manage the backlog. Communicate team plans, report impediments for escalation, and identify risks/concerns to relevant stakeholders.
- Monitor resource commitment and adjust sprint plans as needed to ensure balanced workloads for resources.
- Facilitate all Agile ceremonies for the scrum team ensuring objectives are met.
- Collaborate with Client Product Owner/PM to prioritize the team’s sprint backlog.
- Identify, track, mitigate, and communicate risks/issues throughout the project.
- Communicate with a variety of stakeholders and sponsors using multiple channels.
- Create weekly status reports, including burndown and velocity charts.
- Create monthly billing artifacts and communicate all billing milestones to the accounting department and program manager.
- Develop budget estimates, monitor the actual costs vs. planned, and deliver the expected project objectives within the approved budget.
- Maintain current certifications and acquire new certifications as needed.
Organizational Leadership:- Assist with efforts in recruiting, training, and professional development programs.
- Direct and delegate tasks for Project Managers to enhance corporate operations and infrastructure.
- Directly manage and mentor team/staff members.
- Participate with enterprise-wide initiatives (outside of project-assigned tasks).
What you must have:- 7+ years of IT Project Management experience.
- 5+ years of working in an Agile environment.
- 2+ years of experience with ServiceNow.
- 1+ years of Federal or State experience.
- US Citizenship is required (required by the federal government for this position).
- Must be able to obtain Public Trust clearance.
- MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract.
What we would like you to have:- 2+ years of HRSD implementation experience.
- 2+ years of SPM implementation experience.
- Certified Scrum Master.
- Project Management Professional (PMP).
- Bachelor’s degree or equivalent years of experience.
- Proven record of accomplishment of leading enterprise-scale, complex technology projects successfully using Agile methodology.
- Previous people leadership and management skills, including direct experience leading, managing, and mentoring teams of analysts and developers.
- Successful record of accomplishment of delivering high-quality programs for the Federal government on time and budget.
- Strong working knowledge of Microsoft Office.

Pay Range - The pay range for this position based on full-time employment is:
$102,285.00 - $173,884.00
