This is a Fixed Term Contract opportunity until 31st March 2026, after which in some circumstances the role may become a permanent position.

Salary: Base salary: £47,450pa to c.£59,300pa depending on skills and experience. In addition, we offer a flexible benefits fund of 20% which is paid on top of the base salary and is fully pensionable, as well as a range of competitive benefits.

As a Project Manager, you will be responsible for project management activities in developing Northern Powerhouse Rail proposals and any future rail projects between Birmingham and the North, as instructed by the Department of Transport (DfT).

This will involve working effectively and collaboratively with other HS2 directorates, for example Land and Property, Sponsorship & Benefits and Community & Stakeholder Engagement, to fulfil clearly defined HS2 accountabilities which enable efficient delivery of multidisciplinary activities and the assigned scope to the agreed budget, time and quality parameters. This will be undertaken in accordance with company policies and procedures to achieve the outcomes specified by the Department for Transport.

About the role:

  • To be responsible for fulfilling the duties and obligations of the NEC3 Project Manager in accordance with company policies and procedures to achieve the outcomes specified by the DfT in the Non-Routine Advice and Policy Support instruction (NRAPSI).
  • To support the Area Manager in effectively and efficiently managing the project management of interfaces with other HS2 directorates and new projects associated with the development of the project.
  • To establish, monitor, and manage delivery of consistent project management for new projects and associated deliverables with other HS2 directorates, including identification of emerging issues leading to resolution.
  • To manage and monitor contract performance of Professional Services Contracts (PSC) and report progress against instructions from the DfT for the deliverables required at each stage gate and control points.
  • To develop and review a programme schedule baseline for any new projects.
  • To proactively manage risks and support the management of risks, assumptions, and exclusions.
  • To develop, manage, and maintain interface management strategies between HS2 Ltd and third parties.
  • To establish and maintain an audit trail recording the interface management with third parties.
  • To support the interface management activities with Network Rail and other third parties across the project.
  • To support the Sponsor team in HS2 Ltd to manage engagement activities with the DfT as requested.
  • To support the Senior Policy Manager in Phase 2 directorate to manage interface issues and activities relating to the NPR programme and Integrated Rail Plan portfolio.
  • To support the Area Manager with internal and external reporting of interface management matters, including attending third party and/or stakeholder meetings and events.
  • To support a collaborative culture which enables high performance by encouraging innovation and knowledge sharing.
  • To actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies, and procedures on EDI.

About You:

Skills:

  • Project Management - the ability to plan and integrate projects to deliver target costs, dependencies, risk management and project benefits.
  • Problem Solving - the ability to identify problems and review related information to assist in the development and evaluation of options and the implementation of solutions.
  • Decision Making - the ability to manage the gathering and synthesising of necessary information to assist in the identification of options and the application of judgement based on logic and reason.
  • Analysis - the ability to analyse inputs and assess data in order to assist in the development of strategies and document supporting rationales.
  • Influencing & Negotiating - the ability to influence and negotiate with internal functions and external supply chain partners.
  • Building Relationships - ability to establish and maintain relationships with internal and external stakeholders and suppliers to resolve emergent risk situations.

Knowledge:

  • Understanding of the project management knowledge aligned to the level of APM Project Manager (intermediate).
  • Understanding of the projects and interdependencies within overall HS2 Phase 2 and NPR programmes.
  • Understanding of interface management for internal and external parties.
  • Understanding of risk identification and management.
  • Understanding of project schedule management, dependencies, and risk assessment.

Type of Experience:

  • Experience of the entire project lifecycle including planning, procuring, developing, and implementing similar project activities.
  • Experience of working with and building relationships with stakeholders and third-party organisations, devising strategies and managing interfaces for infrastructure or construction projects.
  • Qualification in project management, commercial management or equivalent experience.
