We are building on Reall's extensive track record and experience by developing a Global Advisory Service (GAS). The purpose of GAS will be to broaden and deepen our impact in the affordable housing sector, whilst simultaneously generating surplus income to invest in our data & evidence, green affordable housing finance, climate and gender mainstreaming, and other new innovations in the affordable housing sector.
We are already a Framework Contract Supplier for the Government of Kenya's State Department for Housing and Urban Development (to provide Financial Consultancy Services for their Affordable Housing Programme) and have secured a small number of consultancy contracts to support other donors and governments.
We need your support to grow the Global Advisory Service.
The Assignment
We wish to hire a consultant to help us establish a roster of international consultants with a track record of working with major institutional donors / DFIs in themes relating to affordable housing in Africa and Asia, e.g., architecture, urban planning, real estate development, housing finance, public-private partnerships, public policy and regulatory frameworks, gender and inclusion, climate, research, and monitoring, evaluation and learning. Our current priority housing markets are:
- Africa: Burkina Faso, Ghana, Kenya, Mozambique, Nigeria, Rwanda, Uganda
- Asia: India, Nepal, Pakistan, Philippines.
Specifically, we wish the consultant to:
- Establish an international consultancy roster that allows Reall's GAS to shortlist vetted experts according to their geographical and thematic expertise, and experience of delivering programmes for major institutional donors, impact investors and DFIs.
- Include a specific section within the roster for the Government of Kenya's State Department for Housing and Urban Development. These experts will have relevant affordable housing finance expertise in Kenya/East Africa and should be ready for deployment with short notice.
Expected Outcomes
- An operational consultancy roster that supports Reall to identify international and national consultants when bidding for advisory/technical assistance opportunities.
- A specific section on Kenya, that supports Reall to identify consultants with national (Kenyan) and regional (East African) experience when bidding for work under the Government of Kenya's State Department for Housing and Urban Development and/or other potential opportunities in the country.
- A process document that provides guidance on the roster's usage - how it can be accessed, utilised, replenished, updated and maintained.
Activities
The consultant will develop a workplan in agreement with Reall at the start of the assignment; an initial list of activities is below:
- Define key expert skills required - type and level of thematic/technical skills, years of experience, level of qualification, geographical experience, languages spoken.
- Develop a clear plan of action to source experts' CVs - launch a recruitment drive, direct reach through networks, LinkedIn search.
- Define a CV assessment process - develop an assessment matrix, agree process roles and responsibilities.
- Define system requirements - where CVs and other information will be stored, frequency of updates, how the roster will integrate with Reall's CRM and file storage systems.
- Define access requirements - how CVs and other information can be searched, who has what access, considerations for GDPR compliance.
- Document key legal considerations when contracting consultants - duty of care, indemnity insurance, withholding tax.
Skills Requirements
This assignment is suitable for a junior/mid-level professional in international development with the following skills:
- A degree in international development; or work experience in a relevant area and a strong interest in and commitment to international development.
- Knowledge and experience of institutional donors and development finance institutions' requirements; an understanding of technical assistance instruments and procurement rules is highly desirable.
- Critical information gathering, knowledge management and research skills.
- Experience of Microsoft Office, preferably including MS Dynamics CRM.
- Excellent project and time management skills.
- A proven ability to manage complex projects from conception to completion, with a track record of delivering results on time and within budget.
- A proactive and collaborative approach, with the ability to influence others and use initiative to achieve goals.
- Experience of delivering similar assignments highly desirable.
Timeframe
We expect the project should be completed within 3 months, with a January start date.
