Job Title: Project Manager - MOD Facilities Framework (Tier 1 Contractor)
Location: Remote with site visits across London and the South East
Rate: £450-£550 per day (based on experience)

About the Role
Our client, a leading Tier 1 contractor, is seeking two experienced Project Managers with a strong background in Hard Facilities Management to join their Development Team. This role is dedicated to a major framework aimed at upgrading Ministry of Defence (MOD) facilities across London and the South of England. As part of a highly collaborative and fast-paced team, you will be responsible for managing projects from inception through to pre-construction stages (RIBA Stages 0-4), ensuring high standards in scope definition, design, and tender preparation.
This remote role includes regular travel to MOD sites across London and the South East, with a focus on London, Surrey, Berkshire, Hampshire, Middlesex, Buckinghamshire, and South Oxfordshire.
Key Responsibilities
- Scope Development: Conduct in-depth requirement-stage investigations to define project needs, validating scopes, and producing project specification documents and Statements of Work (SOW).
- Cost & Feasibility: Support the production of Rough Order of Costs assessments and deliverability reviews to guide project decisions.
- Site Coordination: Oversee and organise on-site surveys, feasibility studies, and early-stage design work to establish project foundations.
- Design Approval & Tendering: Prepare and issue comprehensive document packs for contractor tender, manage design approvals, and lead the tender process through to completion, including RFIs, bid evaluation, and commercial negotiations.
- Stakeholder Engagement: Act as the primary liaison with stakeholders, ensuring project expectations and timelines are met.
- DIO Submissions: Develop and submit Firm Price proposals to the Defence Infrastructure Organisation (DIO) for approval.
- Handover: Transition projects to the Delivery PM Team post-approval for the construction phase.
Preferred Candidate Profile
This role is ideal for Project Managers with a track record in Hard FM projects within highly regulated or central government sectors, including MOD, Defence Infrastructure Organisation (DIO), Nuclear, Ministry of Justice (MoJ), NHS, or other public sector environments.
Qualifications & Experience
- Experience: Solid experience in Hard Facilities Management or construction-related project management, preferably within MOD, DIO, or a similar sector with strict governance and compliance standards.
- Clearance: SC Clearance is highly preferred; BPSS clearance is mandatory prior to commencement.
- Professional Qualifications: Chartered membership in Construction, Engineering, Facilities, or Project Management (e.g., MCIOB, M/AssocRICS, MAPM, MCIAT, Prince 2, NEBOSH, IOSH, APM, PMP).
- Key Skills:
- Exceptional attention to detail, producing high-quality technical documentation.
- Strong understanding of pre-construction processes, with expertise in design, tendering, and technical evaluations.
- Proficient in evaluating technical and commercial tender documents; familiarity with NRM pricing is advantageous.
- Skilled in managing multiple complex projects and stakeholders in dynamic environments.
- Ability to travel regularly to sites across London and the South East; full UK driving license and personal vehicle are essential.
