Strategic Programme Manager | Permanent

Reporting to the Director of the Lancashire Skills and Employment Hub, the Strategic Programme Manager will play a critical role in the development and implementations of programmes, in line with the Government's White Paper "Get Britain Working". The focus of the role will be on establishing the 'Connect to Work' supported employment programme and overseeing the implementation.

As the Strategic Programme Manager, you will lead on all aspects of the design and development of the 'Connect to Work' programme, ensuring that the programme is set up for success and meets the expectations of the Department for Work and Pensions and the Fidelity models for supported employment. You will work with the three upper tier local authorities in Lancashire, external providers, and employer networks, effectively managing relationships, driving development, overseeing procurement, and leading on programme management.

Accountabilities / Responsibilities

  • Day to day management of the programme taking it forward from appointment.
  • Being the day-to-day lead on behalf of the Lancashire Skills and Employment Hub, ensuring successful delivery of the programme.
  • Planning and designing the programme and proactively monitoring its overall progress, resolving issues, and taking action.
  • Develop and implement the programme's governance framework.
  • Effective co-ordination of projects and/or workstreams including their dependencies.
  • Managing and resolving risks and issues.
  • Managing overall integrity and coherence of the programme and developing and maintaining the programme environment to ensure a successful programme.
  • Manage the programme's budget, monitoring expenditure and costs against benefits as the programme progresses.
  • Manage the appointment of individuals to the project delivery team.
  • Manage the programme team to ensure effective management.
  • Manage the efficient allocation of resources.
  • Manage internal and external suppliers.
  • Manage communications with stakeholders and a community of practice of providers.
  • Reporting progress including interpretation of complex management information (projects, financials, benefits) at agreed intervals to the SRO and business level or organisational boards.
