Programme Finance Officer, International Development, Cambridgeshire

Wonderful opportunity exists at this Cambridgeshire based International Development charity for a competent Programme Finance Officer who will have a key role to play within the Programme Development Department in delivering and supporting high-quality financial assurance and compliance of the charity’s programmes and projects in countries of operation. You will assist in reviewing / completing quarterly / bi-annual / annual reports from Country Offices and affiliates in a timely manner, ensuring that these are prepared according to charity and donor guidelines. You will work closely with finance staff in the field, monitor compliance with established procedures and with donor rules and regulations, conducted remotely or during site visits. You will also make recommendations and help to ensure that these are in place, conducting audits of projects and affiliates, as necessary. Other responsibilities include the review and validation of financial records and reports of partners and affiliates, as required; liaising with financial staff and non-finance managers; identifying, investigating and reporting on problem areas or delays, where possible; tracking auditing of partners and country offices and reviewing external audit of country offices and projects, as required. You will support the Programme Finance Manager in the preparation of the annual budget and Programme focal points with project’s budgets and assist the Programme Finance Manager and the wider Programme Department in the revision, development and implementation of new / revised work methods, procedures and systems. The right candidate will have at least 3 years’ experience in management accounting or a similar finance role, experience in bookkeeping in a computerised environment using an accounting package with a full understanding of assurance and compliance aspects in project management. Any finance experience within the charity sector helpful as would experience of the international NGO sector (not essential!). As a professional you will have professional certificate(s) in accounting and finance to ATT level as a minimum as well as a BSc or equivalent with Finance / Business Administration or Accounts as a specific area of study. If you are working towards ACCA, ICAEW part or fully qualified or already have membership, it would be nice to have.
