Title of Position: Program Budget and Compliance Officer: Flourishing in Community Grantmaker Initiative

Reporting to the Program Officer, the Budget and Compliance Officer is responsible for overseeing the financial and regulatory aspects of the Flourishing in Community Grantmaker Initiative. This position ensures the accurate and ethical management of subgrant contracts, the dissemination of funds to subgrant recipients, and the adherence to all applicable regulations and guidelines.

This role is critical in maintaining the initiative’s credibility and effectiveness in advancing environmental and climate justice. This role collaborates closely with Fordham’s Office of Finance and Office of Sponsored Programs. This is a three-year grant-funding opportunity.

About the Flourishing in Community Grantmaker: The Flourishing in Community (FIC) Grantmaker Initiative, serving as the EPA Region 2 Environmental Justice Thriving Communities Grantmaker program, proposes an intersectional approach to place frontline communities in positions of power to advance environmental justice and climate justice in disadvantaged and hard-to-reach communities.

The program leadership team will employ Fordham University’s infrastructure to provide grants to community-based organizations and other qualifying organizations, institutions, and agencies, prioritizing rural, remote, coastal, and urban communities, low-income communities, communities of color, and other communities and groups which historically have not had the capacity to apply for or receive federal funding for projects in this area. The FIC employs a participatory community-led governance structure and provides wraparound services including mentorship, research assistance, technical assistance, program management, and program evaluation to subgrant recipients and advances project sustainability post-award.

Essential Functions:

  1. Collaborates with the Office of Finance and the Office of Sponsored Programs, oversees and manages the financial processes related to subgrant contracts, including the preparation, negotiation, and execution of contracts.
  2. Ensures the timely and accurate dissemination of subgrant funds in accordance with the organizational procedures and funding agreements.
  3. Develops and implements compliance policies and procedures for the initiative, ensuring all activities meet federal, state, and local regulations and ethical standards.
  4. Communicates regulatory requirements to subgrant recipients, providing guidance to ensure their projects are in compliance.
  5. Conducts risk assessments for subgrant projects, identifying potential financial, regulatory, and ethical risks and developing mitigation strategies.
  6. Monitors compliance with subgrant agreements, conducting audits and reviews as necessary.
  7. Provides training and support to staff and subgrant recipients on financial management, compliance, and reporting requirements.
  8. Develops resources and tools to assist subgrant recipients in navigating regulatory landscapes and financial management challenges; prepares financial reports for internal and external stakeholders, including funders and regulatory bodies.
  9. Maintains comprehensive records of all financial transactions, contracts, and compliance documentation related to subgrant funding.
  10. Works closely with the Program Officer, Program Assistant, and other team members to ensure financial and compliance considerations are integrated into program planning and execution.
  11. Serves as the primary point of contact for external auditors, funders, and regulatory agencies regarding financial and compliance matters.

Required Qualifications: Education and Experience: Bachelor’s Degree, or in lieu of the degree, a minimum of 5 years in accounting, budgets, fiscal oversight, compliance, or financial services.

Required Qualifications: Knowledge and Skills: Proficiency in Excel and Google Sheets.

Preferred Qualifications: Experience supporting grant contracts and processes preferred; Proficiency in other commonly used compliance tools preferred.

Minimum Starting Salary: $80,000

Maximum Starting Salary: $80,000

Note: Salary is commensurate with qualifications, experience, and skills.
