Procurement Transformation Lead

Join an innovative team and take a leading role in revolutionizing procurement practices within the UK's public sector. We are seeking a passionate Procurement Transformation Lead to develop and enhance procurement skills and knowledge across central government and the broader public sector.

As a Procurement Transformation Lead, you will spearhead a large-scale training and development program focused on the new procurement legislation, 'The Procurement Bill'. You will guide the transition from the current system to the new Transforming Public Procurement (TPP) framework, set to launch in Autumn 2024. This role offers a unique chance to shape procurement practices and ensure contracting authorities are well-equipped to deliver value for taxpayers under the new regime.

1. Conduct engaging and informative online training sessions to help attendees achieve their learning objectives.
2. Deliver an 'Advanced Course of Deep Dives', transitioning procurement practitioners from understanding the 'what' to the 'how' of the new public procurement regime.
3. Equip learners with the skills and confidence to effectively operate under the new regulatory framework, utilizing its flexibilities for better procurement outcomes.
4. Develop and provide subject-matter expertise in creating learning content on various procurement-related topics.
5. Leverage your expertise to generate and secure new business opportunities within procurement learning and other transformation-related projects.
6. Proven experience in educating, inspiring, and coaching with a learner-focused approach.
7. In-depth knowledge of procurement processes, including category management, strategic sourcing, and contract management.
8. Experience in leading and managing procurement capabilities within the public sector.
9. Comprehensive understanding of the end-to-end procurement lifecycle and core public procurement policies and regulations, including the Public Contracts Regulations 2015 and the new procurement legislation.
10. Demonstrable experience in designing and implementing changes to procurement operating models.
11. Experience with Defence and Security Public Contracts Regulations 2011 and Utilities Contracts Regulations 2016.
12. Knowledge of advanced procurement analytics techniques and tools.
13. Experience in change management within complex public sector environments.
14. Affiliation with a commercial professional body such as the Chartered Institute of Procurement & Supply (CIPS).
15. Awareness of current procurement technology trends and providers like Jaggaer, Oracle, Atamis, SAP/Ariba, and Coupa.
