Job description

Our client is looking to recruit a Procurement Scope Author for a contract or permanent position.

Location: Glasgow (Hybrid Working – 3 days per week in the office, 2 from home)

Contract Type: Contract or Staff

IR35 Status: Inside IR35

Clearance: SC Clearance needs to be obtained

Nationality Requirement: Sole British National

About the role

We are seeking a proactive engineering, project management or commercial professional to lead on the production of NEC4 contract scope documentation. In addition to authoring sections of the scope documents, this role will coordinate, review and collate input from the other specialists in the Client team including engineering, quality, information management, project controls, etc.

Working within the Project Management function, the Scope Author will work with the Project Manager and Commercial Departments to support procurement events from identification of a need, through to contract award to a successful supplier. Whilst the primary focus will be on development of the scope documentation, it is anticipated that this individual will be involved in subsequent stages such as review of supplier proposals against the intended scope.

Tasks

  • Proactively coordinate and collate NEC4 contract scope document inputs from other specialists within the Client team.
  • Author sections of NEC4 contract scope documentation in support of procurement events.
  • Peer review of contract scope documentation prepared by others.
  • Review of supplier tender proposals against issued scope documentation.
  • Chair team meetings to support development of scope documentation.
  • Capture LfE from previous procurement events, both within the project and elsewhere in the MoD.
  • Input into procurement pipeline to ensure activities are undertaken in a timely manner to support delivery activities.

Essential Skills and Experience

  • Minimum 5 years’ experience in a related role with regular involvement in contract management – either pre- or post-contract stages. This experience could be gained from project management, technical or commercial roles.
  • Experience preparing or implementing a range of forms of NEC4 contracts, with strong knowledge of how Scope packages are constructed.
  • Confident communicator in both written and face-to-face environments. Comfortable working both within a team, and autonomously as required.
  • Detail oriented, with concise and articulate manner to ensure scope information is portrayed in an effective manner.
  • Organised approach to ensure deadlines are established, monitored and achieved across the full team contributing to the scope documents.

Desirable Skills and Experience

  • Experience of working in a Nuclear regulated environment (or similar regulated industry)
  • Conversant with CEMAR contract management software.
