Matchtech are working with a key client in Tel Aviv to recruit for a Procurement Manager to join their team as an expat. This role requires the successful candidate to relocate to Tel Aviv for the duration of the project and is offering a lucrative package.

We are supporting the recruitment of a Procurement Manager to join a railway key client's procurement team, which has a key role in the procurement of the entire metro network across all disciplines. This is a unique opportunity to deliver a project across all phases: design, construction until operation.

Specific Responsibilities & Accountabilities

  1. Has a decisive action on the procurement strategy from development to delivery (construction phases) including all the tasks to be performed by all the consultants, contractors, financial and industrial partners.
  2. Pilot the Line Managers (the Designers) for all topics relevant to procurement, commercial issues and contract management.
  3. Establish new Contract Management and Procurement procedures and processes on behalf of the Owner.
  4. Develop methods of dialog with the Owner and with the candidates for the several types of contracts.
  5. Assist the Lead Procurement Manager in managing the staff of the procurement team (8 members).
  6. Closely work with the Owner’s procurement and contract management team.

Required Skills and Experience

  1. Looking for someone with ideally 15+ years experience in major infrastructure/transportation projects including mass transit.
  2. Experience managing procurement at a high level in a PMC or client-side.
  3. Fluent in English, both written and spoken communications.
  4. Hands-on experience to support NTA in preparing all tender documentation and managing the tender processes.
  5. In-depth knowledge of metro systems.
  6. Good knowledge of the various procurement strategies used to deliver LRT and MRT projects.
  7. Good knowledge in contract management and procurement processes.
  8. Ability to lead and direct project teams.
  9. Ability to analyze complex situations and interface with others.
  10. Authority to manage and interact with stakeholders and the client NTA.
