Job description

We are looking for a communications expert to work on public affairs campaigns and policy communications issues across the region. The successful candidate will work across a range of business critical areas, coordinating closely with a range of internal stakeholders to build and execute communication campaigns that advance our policy goals and/or mitigate risks, particularly around Meta’s AI products. They will also be responsible for managing reactive issues that may affect our reputation, working closely with country communications teams across the region to respond to high profile media inbounds, and will support local leadership with strategic communications.

The ideal candidate will have a proven track record developing and executing high-profile communications campaigns tailored to a policy audience, as well as managing reputational risk. They will have a natural campaign mindset with experience delivering long-term proactive communication campaigns that cut through and deliver measurable results via tactics that stretch beyond earned media. They should have strong communication skills, a good balance of strategic thinking and tactical execution, and the capacity to juggle multiple simultaneous projects and ruthlessly prioritise. This role would particularly suit a calm and positive candidate who is comfortable with ambiguity and can ruthlessly prioritise across high-profile and fast-moving workstreams while factoring in views from a wide range of internal stakeholders.

Policy Communications Manager, EMEA Responsibilities:

  • Strategic communication - responsible for devising and executing key workstreams within EMEA Public Affairs campaigns that advance our position on key public policy issues. As part of this, work with our global and regional communications teams, public affairs, policy programmes and marketing to ensure alignment and synergy.
  • Create relevant, newsworthy stories/content for owned and earned channels to support these Public Affairs campaigns and work with country Comms teams to execute and land those.
  • Crisis and issues management - manage and respond to inbound press enquiries on a range of policy comms issues.
  • Build a deep understanding of Meta’s products, policies and approach and distill this work into plain language for media, policymakers, and the general public through a wide range of written material like blog posts, Q&As, briefing materials and talking points.
  • Produce high quality written policy communications content - statements, newsroom posts, social media posts, messaging, Q&As, internal escalations.
  • Distil complex policy concepts into plain language for press, policymakers, and the general public through a wide range of channels and materials, including written, video and social posts.
  • Work with other cross-functional teams in EMEA, especially policy and legal, to ensure that communications views are reflected in strategy and go-to-market planning for external moments.
  • Manage data-driven, measurable and social-first communications strategies on relevant public affairs topics.

Minimum Qualifications:

  • 8+ years experience in corporate/policy communications for consumer facing brands, or in relevant Government communications departments.
  • Campaign mindset with a proven track record delivering proactive communications strategies/campaigns that cut through and deliver measurable results.
  • Experience in issues management and explaining complex topics across a wide range of audiences.
  • Experience building campaign strategies that advance public policy positions through the media in Brussels and key European countries.
  • Proven experience that stretches beyond media relations to reach audiences directly via social/owned content.
  • A proven capacity to translate complex legal and policy issues into succinct written and verbal communications, including for senior leaders.
  • Experience in managing cross-functional/inter-departmental stakeholder relations, including working collaboratively with cross-functional groups including legal, public policy, product and marketing.
  • Proven capacity to produce short, succinct and compelling content.
  • Proven capacity to work in a fast-paced, pressurised, dynamic environment, with excellent judgement and negotiation skills.
  • Proven capacity to balance multiple competing priorities, with flexibility to pivot/reprioritize quickly as needs arise.

Preferred Qualifications:

  • Pan-regional/EMEA experience - coordinating country teams to build communications programmes at scale.
  • Experience in managing high profile and fast-moving global issues, and developing and implementing reactive and proactive communication campaigns in response.
