Job Summary

Strategic Command is one of the four Military Commands operating in the UK and overseas, including locations in Cyprus, Gibraltar and South Atlantic. The purpose of the Safety Centre is to enable UKStratCom to deliver its outputs whilst protecting Health, Safety and the Environment.

The Strategic Command Safety Centre is primarily based at MOD Abbey Wood North in Bristol. The duty station for this post will be MOD Abbey Wood North. Flexible working arrangements have been established within UKStratCom, which support alternative working arrangements; however, the post is integral to the Safety Centre and the successful candidate will be required to attend the Bristol office on a regular basis.

This post is advertised at 37 hours per week and is intended to be full-time and therefore part-time or job share can only be considered if full-time cover can be achieved.

Job Description

We are looking for an enthusiastic and motivated individual to support the Safety Centre with future planning and data analysis.

The Plans and Analysis post sits within the UKStratCom Safety Centre Business Management Team, working to the Business Management Team Leader in an overseeing role that leads on data analysis and exploitation, project & priority planning, horizon scanning, data visualisation and trend identification. The post will consider how the team does business and look for ways to improve capability. The role includes analysing cross-team data/activities/responsibilities and supporting the development of team project plans, considering whether allocated resources are appropriate for the task/project.

This post is non-specialist, and applicants are not required to have a background in Safety as suitable HS&EP training will be provided. The Safety Centre (SCen) operates under an Agile way of working and informal training will be offered with the option of formal training if desired.

Person specification

The post holder will act as the Plans and Analysis lead for the UKStratCom Safety Centre. Duties include:

  • Developing an understanding of HS&EP ways of working within UKStratCom, including data sources.
  • Identifying, capturing and analysing HS&EP data (quantitative and qualitative) to identify emergent trends and risks and help inform priorities and future work.
  • Analysing TLB HS&EP objectives, targets, priorities, KPIs, etc. to assess whether they are consistent, whether they address the TLB and team HS&EP responsibilities and whether there are appropriate plans in place to manage them.
  • Tracking progress against team project plans.
  • Developing and maintaining a system for capturing and monitoring TLB HS&EP inquiry recommendations/safety alerts/lessons learnt/assurance non-conformances and tracking to completion.
  • Identifying new data sources that have the potential to inform HS&EP management across the TLB.
  • Working with Safety Centre colleagues to develop a TLB HS&EP Performance Dashboard.
  • Providing reports and data to chain of command and others on request, ensuring outputs are adapted for the differing requirements of customers including using appropriate language and data visualisation techniques.
  • Evaluating team tools, practices and processes to ensure they meet customer needs.
  • Proposing and delivering new ideas for inclusion in the Safety Centre and sub-team plans and aimed at continual improvement.

Travel within the UK and overseas may be required on occasion.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

You will be asked to provide a single example scenario for each Success Profile Behaviour, delivered using a structured format such as the STAR format (Situation, Task, Action, Result), ensuring you provide full details of your own actions and how you have demonstrated the aspects of the Behaviour at this level.

The interview will also ask experience-based questions.
