Job Description

Payroll Product Owner | 7936 | Permanent Contract | 37 hours per week (Part-time considered) | £55,147 to £60,676 per annum (Scale M) | Norwich / Hybrid (Must reside in the UK)

We are looking for an experienced UK based Payroll Product Owner to join Norfolk County Council and take ownership of our Oracle Cloud Payroll solution.

The Payroll Product owner must have experience of the payroll and associated modules, such as compensation and absence, in a multi assignment environment with a number of payrolls.

Norfolk County Council has a broad self-service implementation following the "adopt not adapt" principle supporting up to 24K employees with multiple legal entities and payrolls that also encompasses Oracle ERP and EPM cloud applications.

Working as a Product Owner within our talented Oracle in-house delivery team, you’ll be responsible for leading the design, delivery and continual evolution of our solution. This will mean providing strategic leadership, driving innovation and ensuring that the benefits of our Oracle products are fully realised and meet the expectations of the organisation as a whole.

To do this you’ll need a varied skill set across all elements of product management, including some technical knowledge, business analysis and stakeholder engagement. There will be a close working relationship between the HCM Product Owner (already in post) given the interdependencies between HCM (Human Capital Management) and Payroll.

Role

To be considered for the role, you’ll need a proven track record of experience in a Product Owner role or similar utilising best practice methodologies, ideally in a large and complex organisation. In addition, you’ll need:

  • Proven experience with Oracle Payroll, and a good understanding of interrelationship with other Oracle Cloud modules.
  • Excellent client facing skills and ability to liaise with clients at all levels.
  • Excellent communication skills, both written and verbal.
  • Strong problem solving skills and the ability to develop solutions that make best use of the technology and resources available.
  • The ability to provide innovative, creative and practical solutions, whilst delivering value.
  • Ideally have experience of large organisations and/or local government.
  • Coach and develop other members of the team.
This is a multifaceted role where you will have the opportunity to work on a broad programme of work and make a real difference to the organisation as a whole. If this sounds of interest, then we would love to hear from you!

These are some benefits you can enjoy by working for Norfolk County Council:

  • Competitive salary
  • Generous holiday entitlement
  • Health and Wellbeing services including fast-track physiotherapy and a free counselling service
  • Flexible working opportunities including flexi-time, part time, remote and hybrid working – dependent on your job role and business need.
  • Financial benefits such as:
    • ‘Norfolk Rewards’ our employee discounts programme which helps you save money on almost anything, from everyday groceries and clothes, to holidays, new technology, gym membership, trips to the cinema and days out.
    • A Blue Light card for Fire Service and Social Care Workers
    • Relocation expenses (where applicable)
    • An advance of your expenses if you travel for work
    • Local Government Pension Scheme with generous employer contribution, life assurance, death in service payments and dependants’ pensions
    • Tax efficient ways of getting extra pension and new bikes
    • Access to our tax efficient car lease scheme for greener travel enabling you to lease a brand new, ultra-low emission vehicle (subject to eligibility)
    • A payment if you refer someone you know to a hard to fill job.
We want our people to be inspired and motivated to work well together, make the most of our workspaces, enjoy a healthy work-life balance, and deliver excellent services to Norfolk and its people. Flexibility is built into the way we work, with hybrid working a key feature for many roles. Our technology platform and equipment are first class, enabling you to connect and collaborate remotely. We ask that you have in place good Broadband connectivity.
