About CIR

The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations and threats to democracy. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact.

CIR was born out of a determination to expose those spreading harm - online and offline - around the world, particularly in areas of violent conflict, such as Ukraine, Sudan and Myanmar. Our projects are at the forefront of efforts to investigate and document human rights abuses, war crimes, harms targeting women and minorities, and influence operations. We work closely with multilateral and national justice accountability bodies.

Role details:

Contract Type: Contractor

Contract length: The position is a consultancy role for 6 months. It will start on 03 January 2025 and is due to end on 31 July 2025. This role could continue beyond this date depending on performance and project need.

Hours needed for this role: Full-time

Location: based in London, UK

About the Project

Because of project sensitivity, only limited information can be released about the detail of this project at this stage of recruitment and further information will be provided to those shortlisted for interview. This project sits within our Resilience strand of CIR and seeks to counter disinformation across a number of focus countries through a project team of globally-based experts and a supply chain of specialist partners.

This role will sit in the Project Management Team which oversees the delivery of project objectives through the Research and Insights and Comms & Engagement Teams.

About the Role

The Supply Chain Specialist will be responsible for engaging our existing partners and ensuring compliance with CIR and donors' standards. They will also plan, implement, and optimise supply chain strategies for the next year to improve efficiency and security, and ensure timely delivery of services. The position will also play a vital role in supplier management, logistics coordination, and risk mitigation.

The primary responsibilities are:

Partner Review and Evaluation

  1. Conduct comprehensive reviews of existing supply chain partners.
  2. Assess partner performance against contractual obligations and KPIs.
  3. Identify and propose areas for improvement to enhance service delivery.

Process Improvement

  1. Analyse existing supply chain processes in line with project objectives.
  2. Assess and enhance security protocols across the supply chain, ensuring compliance with internal and external regulations.
  3. Develop strategies for Year 2 of the contract to address gaps in performance and service delivery.
  4. Work collaboratively with partners to implement improvements and monitor effectiveness of new measures.

Relationship Management

  1. Strengthen relationships with supply chain partners to foster collaboration and mutual growth.
  2. Negotiate improved terms with partners where necessary to align with organisational objectives.
  3. Act as a liaison between partners and internal stakeholders to address issues effectively.

Reporting and Continuous Improvement

  1. Provide regular reports on partner performance, security measures, and process improvements.
  2. Establish performance benchmarks in line with project KPIs and track progress against them.
  3. Promote a culture of continuous improvement within the supply chain team and with partners.

Deliverables

  1. Comprehensive review reports for existing partners, including performance and compliance assessments.
  2. Actionable recommendations for process and security improvements.
  3. Implementation plans for enhancing partner performance and reinforcing security measures.
  4. Monthly progress reports on supply chain improvements and risk mitigation.

Requirements

Skills and Competencies

  1. Strong analytical skills with the ability to identify and address performance gaps.
  2. Expertise in risk management and security protocols in supply chain operations.
  3. Excellent communication and negotiation skills to manage partner relationships effectively.
  4. Knowledge of supply chain management best practices and regulatory requirements.
  5. Ability to work under pressure and manage multiple priorities.

Qualifications

  1. Fluent in English.
  2. Relevant experience in supply chain, procurement, or logistics management.
  3. Bachelor's degree in Supply Chain Management, Logistics, Business Administration, or a related field.
  4. Certification in supply chain management (e.g., CSCP, CPSM, CIPS) or risk management is an advantage.
  5. SC clearance desired.

Working Arrangements:

This role is to be based in the UK.

The Supply Chain Specialist will report into the Project Manager. The expected input is 5 days per week (8hrs workday), which can be worked flexibly outside of the hours of 11:00 - 15:00 GMT to ensure substantial overlap with the team.

The Supply Chain Specialist is expected to make themselves available for core meetings, training sessions etc., as agreed in advance. To note that some out of hours working may be required to accommodate time differences between international staff and partners, although this will be minimised as far as possible.
