Main duties of the job

A diverse and transformative Non-Executive Team are critical to our success as an ICB and the evolution of our health & social care system. Together we can bring our future vision to life on behalf of our local population, working together on the reduction and reporting of health inequalities and fostering a culture that actively promotes equality, diversity, inclusion and allyship.

As a Non-Executive Member in NHS SSOT, you can expect to use your specialist expertise to provide purposeful constructive scrutiny and challenge to the Board and/or Committee discussions.

You will lead a newly created Strategic Commissioning & Transformation Committee, using your previous experience of working collaboratively and building trusted relationships with partners and communities to enable our system transformation goals.

You will use your previous experience of leading Boards or Committees through complex and politically charged change, bringing together disparate stakeholder interests into a shared perspective.

For this appointment, we are specifically seeking someone who can bring commercial experience into our established Non-Executive Team.

We will support you to perform at your best in this appointment through the use of the NHS Leadership Competency Framework as part of performance appraisal and personal development planning.

Our assessment process will include a stakeholder panel held virtually on 6th December 2024, & an Assessment panel held face to face on 11th December 2024.

Working for our organisation

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

Location is Home based/hybrid working (most of posts). Travel on occasions to a Hub location with at least 1 day's notice.

New starters are expected to collect IT equipment from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/relevant equipment in compliance with DSE regulations.

Non-executive Members will:

  • Work alongside the chair, other non-executives, executive directors and partner members as equal members of a unitary board.
  • Be responsible for specific areas relating to board governance and oversight.
  • Bring independent and respectful challenge to the plans, aims and priorities of the ICB.
  • Promote open and transparent decision-making that facilitates consensus aimed to deliver exceptional outcomes for the population.
  • Work collaboratively as part of a unitary Board to shape the long-term, viable plan for the delivery of the functions, duties and objectives of the ICB and for the stewardship of public money.
  • Ensure that the Board is effective in all aspects of its role and appropriately focused on the four core purposes to:

o improve outcomes in population health and healthcare.

o tackle inequalities in outcomes, experience and access.

o enhance productivity and value for money.

o help the NHS support broader social and economic development.

  • Be champions of good governance arrangements, collaborative leadership, and effective partnership working with local government, NHS bodies, and the voluntary sector.
  • Promote open and transparent decision-making that facilitates consensus aimed to deliver exceptional outcomes for the population.

  • Knowledge of health, care, local government landscape and/or the voluntary sector.
  • A capacity to thrive in a complex and politically charged environment of change and uncertainty.
  • Demonstrable experience of leading Boards or Committees through change to bring together disparate stakeholder interests.
  • Demonstrable evidence of the skills, knowledge and behaviours needed for strategy development and delivery of long-term transformation using relevant business intelligence, ensuring a system-wide perspective.

  • An understanding of good corporate governance.
  • Ability to remain neutral to provide independent and unbiased leadership with a high degree of personal integrity.
  • Experience leading and contributing effectively to complex professional meetings at Board level.
  • Demonstrable evidence of the skills, knowledge and behaviours needed to enable robust governance and assurance and leadership accountability.
