Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South West, reaching worldwide.

Job Description

Primary Purpose:

  • The primary purpose is to support the Deputy Estates Manager (HMS Drake) in undertaking the following:
  • Define, supervise, monitor and hold to account contractors to meet the Estate Management and Hard FM requirements of the Armada contract, and other contracts as required.
  • Develop governance regimes and processes to support delivery of the Estates outputs and work with other stakeholders.
  • To assure Contractor performance via the analysis of Management Information, Key Performance Indicators, visible checks and customer satisfaction. To continually review and propose improvements to performance measures and to assess changes in requirements and propose contract amendments.
  • Support the Deputy Estates Manager (HMS Drake) with contract management and key relationship management with senior users & key suppliers. Ensures that all services develop operational strategies, policies and procedures in line with the operational requirements. This requirement includes the following:
  • Support the Deputy Estates Manager (HMS Drake) in managing the Armada New Works and any other contracts as required (over £7.5k), drawing on best practice, through the process of delivery by the Industry Partner in accordance with the Armada contract, including managing programme changes throughout the business year, providing accurate financial forecasts and holding the IP to account for programme delivery including signing off once work has been completed.
  • Supporting the Deputy Estates Manager (HMS Drake) on managing the minor new works & barrack room damages budget and signing off monthly applications from the contractor.
  • Support the Deputy Estates Manager (HMS Drake) in raising PIDS (Project Initiation Document) & Business Cases for project works over £7.5k to contract work with Mitie.
  • Management of the Command Infrastructure Delivery Plan (CIDP) funding tool for projects over £100K.
  • Deputise for Deputy Estates Manager at facilities management meetings.
  • Understand the strategic business drivers for the Department, contributing to the development of Strategic Asset Management Plans at portfolio and individual asset level.
  • Support the design and development of reporting, dashboard and metrics to provide portfolio analysis, sharing strong Management Information as appropriate.
  • Support the Deputy Estates Manager (HMS Drake) in providing comprehensive benchmarking and data analysis across portfolio / government departments and with external organisations, to inform the efficiency and effectiveness of the estate.
  • Seek to continually improve analytics and reporting and how this is shared with the wider business by communicating in a straightforward, honest, and engaging manner, choosing appropriate styles to maximise understanding and impact.
  • Support in maintaining quality of database systems.
  • Support the Deputy Estates Manager (HMS Drake) to monitor Service Level Agreements (SLAs) with customers and the supply chain to oversee maintenance performance.
  • Support the Deputy Estates Manager (HMS Drake) in reviewing condition surveys and ensuring optimised maintenance programmes, considering condition, whole life costs, funding and operational requirements.
  • Support the Deputy Estates Manager (HMS Drake) to assure compliance with regulations, ensure that the maintenance and safety policies and procedures are adhered to.
Secondary Purpose

  • To chair, lead or attend other groups and meetings as required by the Naval Base Estates Manager or the Deputy Estates Manager (HMS Drake)
  • Contribute to formal Learning from Experience (LFE) reviews throughout project and programme delivery at key milestones and ensure that these are captured in accordance with MoD policy.
  • Ensure compliance with appropriate MoD, DIO and Government policy and processes, in terms of project delivery, monitoring, control, quality and assurance activity and records.
  • Contribute to the composition and maintenance of a dossier of programme/project documentation, tailored to individual project needs. This should align with the Infrastructure requirements.
Responsibilities

  • Support the Deputy Estates Manager (HMS Drake) to continually review and propose improvements to performance measures and to assess changes in requirements and propose contract amendments.
  • To ensure regular engagement with the IP Delivery Partner to outline issues and discuss resolution.
  • To liaise with NBC(D)’s customers and assess Customer Satisfaction.
  • To demonstrate change management skills drawing on previous experiences within the Civil Service and/or industry.
  • The post holder must adhere to the NBC(D) Diversity and Inclusion Policy.
  • The post holder is responsible for ensuring that their training needs are identified and agreed with their line managers and reviewed at 6-monthly intervals.
This position is advertised at 37 hours per week.

Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).

Person specification

You Will Have Experience In Facilities Management, Both Hard And Soft FM, Preferably With a Level 4 Qualification In This Field Or a Relatable Profession Which Could Include, But Not Limited To:

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
