Job description

An exciting opportunity has arisen to join NABIS as an Intelligence Analyst! The National Ballistics Intelligence Service (NABIS) was created as a key component in the UK's strategy to reduce firearms criminality. Our mission is to provide a national centre of excellence for forensic science, intelligence and knowledge around the use, supply, distribution and manufacture of illegal firearms and ammunition.


Purpose of the Role

The Analyst provides expertise through the development and use of analytical products to assist decision making at a strategic, tactical and operational level. They deliver insights and offer value to the organisation in understanding the threat, risks and vulnerabilities that are identified through intelligence and investigations.


Key Responsibilities:

  1. Conduct analysis at a strategic, tactical and/or operational level, identifying and using appropriate analytical tools and techniques to interpret gaps, patterns and trends, assess threat, risk and harm and make recommendations in support of decision making.
  2. Assist in the development of intelligence collection plans to ensure effective communication of these to: operational officers; Senior Leaders; Police Forces and external partners.
  3. Develop and maintain knowledge of current intelligence together with crime trends and patterns nationally.
  4. Utilise their subject matter knowledge to advise upon and recommend pathways of resolution from their analysis to senior officers.

Professional Leadership

  1. Contribute to a system of governance, to deliver a clear and integrated approach to tackling the criminal use of firearms at a national level.
  2. Provide advice and interpret policies, legislation and practice to ensure internal customers are fully aware of all relevant facts to support informed decision making.
  3. Provide evidential analysis and professional witness testimony to the highest standard to secure the successful prosecution of offenders involved in serious and organised crime.
  4. Maintain awareness of innovation within intelligence and analysis to ensure implementation of the latest techniques, tactics, products, best practice and information relevant to the role.
  5. Direct and guide research completed by others.

Engagement

  1. Prepare briefing notes and deliver clear presentations where appropriate ensuring that the medium used is suitable for the audience.
  2. Through engagement with key stakeholders, establish and interpret requirements to ensure the needs of stakeholders are met.
  3. Maintain relationships and liaise with staff across policing and other law enforcement agencies to obtain and/or disseminate information, and actively participate in meetings.
  4. Retrieve and analyse complex information from forensic lab reports for inclusion in analysis and intelligence products.
  5. Offer specialist guidance when required, influencing decision making.

Compliance

  1. Undertake all analytical functions in preparation of National Intelligence Model products, in accordance with the Analysis Authorised Professional Practice guidance set by the College of Policing.
  2. Prepare evidence, attend court and give evidence in support of crime investigations.
  3. Work to a high level of integrity, routinely handling Official information, and following GPMS and other guidance with regard to handling and storing this data.
  4. Adhere to all legislation, working principles, policies & guidance relevant to the role.

Change Management & Delivery

  1. Switch between tactical and strategic roles to fulfil the analytical needs of NABIS.

Monitor & Evaluate

  1. Provide effective horizon and environmental scanning products through proactive scanning research and subsequent analysis of research.

General

  1. Enrol in the College of Policing Intelligence Professionalisation Programme (IPP) Qualification and continued IPP compliance.
  2. Undertake training as and when required.
  3. Comply with Health and Safety requirements.
  4. Carry out other duties consistent with the nature, responsibilities and grading of the post.

Skills, Knowledge and Experience

Essential:

  • Post holders will typically hold vocational qualifications or equivalent.
  • Experience of collating, evaluating, structuring, and processing data to identify patterns, series, similarities, and discrepancies within a variety of information types.
  • Evidence of working with, interpreting, and simplifying complex data sets.
  • Highly competent in the use of Microsoft packages, advanced skills in Microsoft Excel.
  • Experience of research and analytical processes/techniques.
  • Ability to work in a high-pressure environment whilst providing accuracy at all times and a high level of detail.
  • Ability to work as part of a team, and able to discuss, influence, and negotiate.
  • Evidence of preparing and delivering presentations.
  • Self-motivated with the ability to work with minimum supervision and use own initiative.
  • Ability to build positive relationships with colleagues, internal and external partners.

Desirable:

  • Evidence of a good understanding of the requirements of the National Intelligence Model (NIM).
  • Knowledge of current threat trends and organisational, policy issues relevant to the criminal use of firearms.
  • Experience of using databases to input and extract data.
  • Experience of the use of statistical and risk models.
  • Experience of relevant analytical tools, such as iBASE, i2 analyst notebook, GIS applications and other customised databases.
  • Ability to recognise conscious/unconscious biases associated with intelligence analysis.
  • Understanding of, and ability to apply, relevant legislation (i.e ECHR, RIPA, GDPR, Data Protection).
  • Experience as an Intelligence Analyst within a law enforcement agency (LEA).

Vetting: Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, including a full background & financial disclosure as part of the vetting process.

Medical: Appointment to this role will be dependent upon successfully passing medical checks, which may include a drugs test and if required a fitness test.

Hours: Full-Time (36.5 hours) 08:00- 16:00 Monday - Friday

Location: Central Birmingham Based Office
