Medical Workforce Lead (Band 8A)Are you a HR professional with a passion for medical staffing and workforce management? We are looking for a dynamic Medical Workforce Lead to manage the Trust's medical staffing function, driving operational efficiency, compliance and innovation in rota management, recruitment and employee relations.
As the Medical Workforce Lead you will oversee recruitment, payroll, and rota design to meet the European Working Time (EWTD) requirements. This is a key role within the medical staffing function, reporting to the Associate Director of P& OD - Medical Workforce. You will manage the delivery of first-class, customer-focused medical staffing services, including supporting medical managers and clinicians across the Trust with expert HR advice on medical terms and conditions including different types of contracts, rotations, policies, and complex issues.
Main duties of the jobMedical Recruitment & Compliance: Manage recruitment and payroll process for all grades, ensuring compliance with internal standards and national frameworks. You will also oversee the team in delivering professional, customer-focused services for our doctors.
Operational Workforce Management: Develop and implement workforce policies while advising on national changes to doctors' terms and conditions, in collaboration with the Associate Director of P& OD - Medical Workforce.
Inspire and Develop Team: Appraise, train, develop, and support the Medical Workforce team, fostering a high-performance culture.
Optimize Locum Usage: Collaborate with the medical managers to reduce agency reliance and uncover innovative staffing solutions.
Lead Projects for Progress: Drive and implement medical workforce initiatives to support the Trust objectives, developing guidance and processes that respond to legislative and Trust changes.

Job descriptionJob responsibilitiesThe post holder is responsible for managing the medical staffing workforce function which delivers a first-class customer-focused service. They are responsible for ensuring the smooth and efficient running of all operational procedures for medical staffing, including recruitment, payroll responsibilities, provision of advice, and ensuring European Working Time Directive (EWTD) and New Deal compliance of rotas. The post holder will ensure all Trust-led recruitment is inclusive on the Assessment Model and provide expert advice and support on all HR related medical queries, Medical and Dental Terms and Conditions and any subsequent new contract changes. The post holder is also responsible for developing, leading and reviewing a number of strategic, operational and legally required projects affecting the medical workforce. The post holder is responsible for ensuring that Resident Doctor Rotations and general medical recruitment practices are kept up to date, efficient and modern.
Develop, update and implement medical workforce policies, procedures, systems/frameworks, strategies and solutions to support corporate and clinical aims and objectives.
Provide clear and consistent advice to managers and medical staff on all aspects of the employment relationship and to establish and maintain strong communication and effective working relations with Doctors and Clinicians within all departments. Required to assess and recommend courses of action on highly complex, specialist medical workforce issues. Manage the programme of national/Impact awards and any local Clinical Excellence Awards issues and manage the programme of work for the team pertaining to resident doctor rotations across the organisation ensuring it meets the national code of practice.
Person SpecificationKnowledge and ExperienceEssential- Experience in Medical Staffing in a large Organisation
- Specialist HR knowledge, including medical terms and conditions, current Employment and Data Protection legislation
- In depth knowledge and experience in employee relations practice including MHPS
- In depth knowledge of TRAC, ESR, Health Roster and other workforce systems
Education and QualificationsEssential- Specialist knowledge in relevant areas of human resources acquired through a master's degree or professional HR qualification or equivalent demonstrable experience
- Membership of the Chartered Institute of Personnel and Development.
Skills and CompetenciesEssential- Able to manage and develop junior team members.
- Excellent interpersonal and communication skills with the ability to influence and negotiate at all levels.
