Job Description:

JOB PURPOSE

Operate and maintain an effective and efficient maintenance service for all properties.

KEY RESULT AREAS (RESPONSIBILITIES)

  1. Respond on a day to day basis to requests from building users, for urgent repairs to their mechanical and electrical systems and infrastructure including kitchen equipment and other services deemed necessary.

Duties

  1. Respond quickly and effectively to requests for day to day emergency maintenance and repairs to the Mechanical and Electrical Services installations and equipment in all properties.
  2. Carry out regular visits to properties in relation to day-to-day maintenance problems and planned maintenance programmes.
  3. Appoint and supervise contractors of various disciplines to carry out maintenance repairs and planned maintenance projects.
  4. Issue and be accountable for works orders to contractors, for maintenance works and tendered projects.
  5. Inspect, supervise and instruct Contractors of various disciplines in relation to the quality of work in progress.
  6. Co-operate with DRD, DENI, Water Service, Local Councils, NIE and Health and Safety Inspectorate to enable maintenance projects to be carried out effectively and in compliance with relevant legislation.
  7. Supervise the compliance with all relevant current regulations and legislation with particular emphasis on the Health and Safety of pupils, teachers and the general public.

2. To carry out and prepare condition reports on all properties, to ascertain maintenance requirements.

  1. Carry out regular condition surveys of all buildings within a designated geographical area in a three year cycle.
  2. Submit regular plant and equipment condition reports to the Senior Maintenance Officer and maintain and regularly update records of plant and equipment in all properties.
  3. Co-operate with DRD, DENI, Water Services, Local Councils, NIE, and Health & Safety Inspectorate to enable maintenance projects to be carried out effectively and in compliance with relevant legislation.
  4. Supervise the compliance with all relevant current regulations and legislation with particular emphasis on the Health and Safety of pupils, teachers and the general public.

3. Prepare and supervise planned maintenance programmes, minor work projects, projection of costs, drafting of specifications and working drawings.

  1. Co-ordinating and supervising multi-discipline services contracts in all properties, ie heating, plumbing, electrical, gas, ventilation and controls.
  2. Preparing estimates of cost based on current price data and own experience in relation to maintenance repair works, minor works and tendered projects.
  3. Prepare all necessary specifications, working drawings and tender documents as required, to obtain competitive tenders for maintenance and minor works projects.
  4. Prepare and supervise the upgrading and installation of energy conservation measures in Education Authority properties in association with the energy Conservation Officer.
  5. Provide advice to Principals and Boards of Governors in relation to feasibility and cost of proposed maintenance projects.
  6. Advise and direct Consultants regarding Education Authority projects.
  7. Co-operate with DRD, DENI, Water Services, Local Councils, NIE and Health & Safety Inspectorate to enable maintenance projects to be carried out effectively and in compliance with relevant legislation.
  8. Supervise the compliance with all relevant current regulations and legislation with particular emphasis on the Health & Safety of pupils, teachers and the general public.
  9. Supervise the installation of temporary accommodation at Schools and Colleges.
  10. Plan and implement works under the Education Authority’s Environmental Improvement Scheme.

4. To appoint and supervise contractors of various disciplines to carry out the maintenance programme and be accountable for all contractual matters.

  1. Inspect, supervise and instruct contractors of various disciplines in relation to the quality of work in progress.
  2. Co-ordinating and supervising multi-discipline services contracts in all properties ie heating, plumbing, electrical, gas, ventilation and controls and other services deemed necessary.
  3. Provide advice to Principals and Board of Governors in relation to feasibility and cost of proposed maintenance projects.

  6. Investigating and reporting on matters in respect of claims against the Education Authority.

5. Issuing works orders and certifying accounts

  1. Issue and be accountable for works orders to contractors for maintenance works and tendered projects.
  2. Certify contractors and suppliers accounts for payment, being accountable for their accuracy and content.

6. To use the existing Education Authority’s state management packages and software

Other duties

  • Comply with EA policies and procedures in relation to the duties and responsibilities of the post;
  • Any such other duties that the EA may from time to time require.
