Job Description

Education: Bachelor’s degree in a related field of study required. Must provide a copy of the college transcript or Diploma.

Experience: Minimum of three (3) years of experience in the installation planning process.

Additional Requirements:

Responsibilities:

  1. Maintain Real Property Accountable Property System of Record to include data files, inventory, inspections, and reports on real property. Perform IAW AR 405-10, AR 405-45, AR 405-70, AR 405-80, AR 405-90, DA Pam 405-45 and Headquarters Installation Information System (HQIIS).
  2. Utilize and maintain Real Property Planning and Analysis System (RPLANS), Army Station Installation Plan (ASIP), GFEBS, AutoCAD, ArcGIS, BUILDER Sustainment Management System IAW UFC 2-100-01, AR 210-20, and AR 420-1.
  3. Maintain the Installation Real Property Master Plan, the Installation Status Report, Real Property module within GFEBS and the Real Property Planning and Analysis System.
  4. Conduct Real Property Inventory (RPI) IAW AR 405-45 and DA Pam 405-45. Provide the COR any discrepancies in the RPI at least 30 days prior to submission of the RPI annual report.
  5. Perform Space Utilization Studies in accordance with AR 405-70 as requested by COR.
  6. Manage real property disposal program. Prepare annual proposed facility demolition list for FRP Facility Reduction Plan.
  7. Maintain Geographic Information Systems (GIS) and Geospatially-enabled CADD program for USAG-KA. Manage and operate Geographic Information Systems (GIS) and Geospatially-enabled CADD program utilizing ArcGIS and AutoCAD software IAW AR 115-13, AR 25-1, AR 210-14. Train users of GIS data, geospatial system administrators, functional subject matter experts, and data stewards IAW AR 115-13. Provide GIS Map products and digital data as requested by COR. Update the GIS data layers with any new or modified GIS features identified through new as-built drawings or changes to other documents or data. PERFORMANCE STANDARD: 95% accuracy.
  8. Ensure all required geospatial data layers are complete, spatially accurate, and compliant with published Quality Assurance Plans (QAPs).
  9. Maintain and input Installation Status Reporting (ISR) for infrastructure, services, mission capacity, performance, and cost. Collect, track, maintain and report data regarding all applicable ISR worksheets, workbooks and inspections, subject to the entire range of the ISR Program, to include responding to the COR regarding performance quality and ratings, for Installation Status Reporting (ISR) for ISR Infrastructure, ISR Services, ISR Mission Capacity and ISR Performance, and ISR Cost. Complete quarterly and annual data entry and validation for all Installation Status Reporting (ISR) in the Army ISR database system IAW AR 210-20, AR 210-14, and AR 420-1.
  10. Provide support for Development Plans/ Area Development plans. Prepare, coordinate, and provide data to the DPW in order to conduct the RPPB BOARD (Real Property Planning Board) IAW UFC 2-100-01, AR 210-20, and AR 420-1.
  11. Create or otherwise update and submit an Analysis of Existing Facilities (RMI-L-46) annually NLT 01 October to the COR for review and validation and approved by the PCO/ACO IAW Technical Exhibit I. The analysis shall be made available electronically and as a bound hard copy (100 each).
  12. Create or otherwise update and submit annually electronic spreadsheet containing all Real Property Installed Equipment (RPIE) listed by a unique identification number, facility, type of equipment, inspection and certification date, responsible organization equipment owner, and other pertinent information to the COR for review/validation (RMI-L-47). PERFORMANCE STANDARD: 95% accuracy.
