Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangement can evolve subject to business requirements.

As the Safety and Assurance Manager, you’ll be responsible for the development, implementation, and monitoring of all SHE systems across all departments at Woolwich Ferry. In this role, you will ensure that the Operations team is able to maintain the Woolwich Ferry operations in a safe, efficient, and compliant manner in accordance with TfL, statutory, regulatory, quality, environmental, and safety management systems and policies. In delivering this, you’ll be responsible for ensuring that at all times the Company conducts its business with complete regulatory compliance with safety as a core value.

Accountabilities

  • Subject matter expert providing technical management for all safety-related matters across Operations and Engineering to ensure the safe execution of work and procedures in compliance with the Safety Management Manual, ISO quality assurance, and HSE Safety & Environmental Standards that deliver a mature safety culture.
  • Promotes a 'just safety culture' across the operation through engagement in accordance with the Code of Safe Working Practices for Merchant Seafarers (COSWP) to embed an open and honest reporting culture.
  • Deputise for and support the Head of Marine Safety and Assurance in all areas, including reporting, continued sharing of knowledge, best practice, legislative changes at all levels, and implementation of required projects or initiatives.
  • Assume responsibility as Deputy Designated Person in accordance with TfL, national and International Safety Management (ISM) Code ensuring governance of the Woolwich Ferry Safety Management System and risk assessments are maintained.
  • Partner with Central SHE Function as required, including implementation of new legislation, risk assessments, and business practices. Ensure compliance and reporting to SHE Business Partners while leading on the maintenance of local SHE records.
  • Analysis of all incidents, accidents, near misses, and safety observations to develop/make processes/recommendations to improve safety ensuring correct and timely reporting and conclusion of investigations.
  • Monitor training requirements for all roles and manage required booking of courses and competencies.
  • Manage and develop a comprehensive audit programme for all areas of the Operations on TfL Management Systems to ensure compliance with TfL, safety regulations, and systems presenting recommendations to Department Heads through the periodic Health and Safety forums and Management meetings.
  • Promote ideas that will increase efficiency, reduce cost, or time without compromising service standards and present them to senior managers.

Skills

  • Proficient in the use of Microsoft Office applications, including Word, Excel, MS Project, MS SharePoint.
  • Ability to manage current work bank and forward plan activities with clear milestones to ensure operational Health and Safety readiness.
  • Ability to author procedures, processes, and business reports.
  • Ability to lead on investigations and produce investigatory reports.
  • Ability to influence through effective communication to foster partnership working with internal and external at all levels and Trade Unions.
  • Ability to inspire and motivate people to adopt and embed the required safety culture.

Knowledge

  • Relevant Marine, Technical, or Environmental Degree or equivalent qualifications and experience.
  • NEBOSH Certificate or equivalence (desirable).
  • Knowledge of risk management and its effective application.
  • Extensive knowledge of HSE regulations and their application.
  • Extensive knowledge of local, national, and international safety regulations.
  • Extensive knowledge of the ISM Code and its application.
  • Extensive knowledge of ISO quality systems.

Experience

  • Experience of working in a multi-disciplined safety-critical operational environment.
  • Seagoing experience in a senior role (desirable).
  • Proven SHE management experience within a maritime operation.
  • Proven track record of dealing with regulatory and certification societies.
  • Designated Person Ashore and Internal ISM Auditor qualifications (desirable).
  • Shoreside auditor qualifications (desirable).
