1. JOB PURPOSE:
Home Ownership is responsible, among other duties, to issue all bills to tenants and leaseholders for rent and service charges which include the charge for heating and hot water. Currently, circa 3,200 residents are on heat networks and this number will be increasing over time. The Energy Act and Heat Metering and Billing Regulations will change how this will be done, and the post holder will be pivotal in ensuring that all regulations and best practice are met by working with residents, internal stakeholders and benchmarking across other registered providers.

This post holder will be responsible for developing and implementing our billing strategy for heat networks to maximise income, which currently is circa £10M. This is a high-profile project within the department, ensuring that we make change happen in an efficient and practical way across all of the wider Housing Department.

2. DESCRIPTION OF DUTIES:

  1. Project and Change Management
  • To lead on the heat metering and billing project and/or activities; ensuring that it is delivered within specified criteria in terms of scope, quality, cost and time.
  • To work with colleagues to develop effective mechanisms to drive innovation and continuous improvement to deliver, and then maintain, excellent services.
  • Working closely with the Energy Programme Manager, technical teams, Social Housing & Investment and the Project Board to implement the Heat Network regulations.
  • Leading on change management ensuring the overall cohesion of the technical elements of the project and the consumer protections.
  • To continuously consider the impact of the Priority Service Register and Customer Charter on the metering and billing solutions.
  • To make operational decisions on a frequent basis on behalf of the project, and escalate financial decisions / recommendations appropriately, using professional judgement and anticipating impact on the council and wider multi-agency stakeholder group, decisions regarding legal action and risk to service users, decisions relating to multi-agency working and to support colleagues to do the same.
  • To share knowledge, learning and best practice with the team and colleagues across the industry.
