Job Summary

The Health and Safety Executive (HSE) is the independent regulator for work-related health and safety, building safety and chemicals. Our purpose is to protect people and places to ensure people feel safe where they live, where they work and, in their environment.

These opportunities are in our Building Safety Division. As part of the Government’s response to the Grenfell Tower tragedy, HSE established and is continuing to grow and develop the new Building Safety Regulator (BSR) under the Building Safety Act 2022 (BSA). This requires HSE to secure lasting and positive changes in industry leadership, competence and culture, work with stakeholders to overcome challenges and seize the opportunities that arise from policy that is driven from the very highest levels of Government.

These roles are within our Investigation unit, which is part of the higher-risk building operational function. You will be responsible for leading a team of Investigators / Regulators carrying out a wide range of regulatory investigations and criminal prosecutions.

The Principal Building Safety Investigator will utilise a range of investigative processes to ensure an effective response to, and investigation of building safety related issues concerning High Risk Buildings falling under the remit of the Building Safety Act 2022.

Working Pattern

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Job Description

As an Investigation Team Manager you will be providing leadership and management to the Senior Investigators, Disclosure Officers, Field Intelligence Officers and their teams. You will ensure the team provide Residents with appropriate support throughout the investigations process, and any risks that they may be subjected to is identified and managed effectively, as well as maintaining the quality and consistency of the investigatory approach to ensure fair and effective decision-making.

You will be responsible for keeping senior leaders informed about the range, complexity, balance of work and workloads to aid effective workload management across the team. This will include maximising outcomes with the available resource, working efficiently and ensuring staff perform effectively during challenging and changing time.

A key aspect of this role will be to lead and Inspire others, through the demonstration of inclusive leadership behaviours in line with the Civil Service Leadership Statement. You will Provide coaching support to develop investigatory skills.

Key Responsibilities:

  • Lead complex investigations and ensure that material and evidence is gathered from a range of sources relevant to the investigation of offences under the Building Safety Act 2022 and ensure that such evidence is retained in a manner which will ensure its evidential admissibility and support any Building Safety related applications in the courts.
  • Accountable for the performance and delivery of Senior Investigators, Disclosure Officers and Intelligence Officers, including the delivery of strategic performance objectives in line with BSR expectations.
  • Lead an investigation team to ensure the safety of the public both in and around High Risk Buildings when serious safety concerns are raised/identified.
  • Liaise and work with specialists across the built environment as well as other regulators, investigators and managers to ensure that complex information and evidence can be utilised effectively in investigations of serious safety related concerns relating to high-risk buildings.
  • Lead and support an investigation to effectively manage their own case work and to develop appropriate investigative strategies in line with the objectives of the investigation.
  • Support the team to conduct interviews with victims, witnesses and suspects in line with PACE codes of practice, ensuring the highest levels of ethics and professionalism throughout this process.
  • Represent the Investigations Team in government departmental meetings and internally and externally as required at relevant meetings, committees and panels.
  • Respond effectively to building safety related concerns raised via the residential panel as well as residents’ complaints and mandatory occurrence reports.

Travel

The post has a national remit but will require regular travel to Buxton, Bootle and other HSE locations.

Essential Skills And Criteria

  • (Lead Criterion) Significant demonstrable experience of carrying out complex regulatory investigations in line with the Criminal Procedure Investigations Act 1996 (CIPA), with evidence of thinking strategically, political awareness and delivering in a complex environment.
  • Experience in leadership, with a track record of promoting a supportive and delivery-focused team culture.
  • Experience of making effective decisions, including the ability to deal with challenge and scrutiny (e.g. enforcement decision appeals).
  • Experience of responding to and resolving escalated investigatory decisions that are complex or carry significant risk. As the legislation is new, there is no case law that has set any precedent and this will add layers of complexity to resolving any problems or issues.
  • Experience of leading, managing and monitoring teams in regulatory investigations.
  • Ability to analyse information and data to make informed judgement or decisions that could impact on residents and/or companies.
  • Ability to write clear, evidence-based reports for a range of stakeholders including legal proceedings.
  • Ability to engage with a wide range of stakeholders, communicating with tact and diplomacy and sensitivity in delivering difficult messages to members of the public.
