Job Description

We are looking for 9 people to cover these areas, assigned to based on Merit.

RIS Intelligence Services functions include:

Intelligence Acquisition, Co-ordination and Exchange

The foundation and core of Intelligence Services delivery model from the National Co-ordination Unit (NCU) providing 24/7/365-day cover to provide intelligence, information, and operational support to all HMRC, other government departments and law enforcement agencies both domestically and overseas.

Specialist Intelligence Function

Responsible for exploring and developing new and innovative ways of identifying emerging threats and exploiting intelligence in partnership with wider teams.

Fraud Reporting Gateway Officer

Assessing the value of the intelligence received against HMRC administered Taxes and external law enforcement partners such as the Police and NCA.

Identifying relevant intelligence and preparing intelligence for dissemination. Including operating the HMRC Fraud Hotline, which is open from 09:00 to 17:00, Monday to Friday.

You will provide technical advice and support to AO staff which may include live telephone calls or written based allegations, complex queries, or guidance on duty of care, policy or law.

You will ensure we deliver the best quality service possible by assuring your team’s work and assessing and mitigating risks. Providing feedback to the team AOs and supporting team manager to address any performance issues or areas of concern.

Gateway Exchange Team

Mentoring colleagues to support, develop and deliver quality information packages in line with legal gateways, policies and customer requirements within agreed timescales.

Assuring information packages and providing feedback to colleagues to ensure quality standards are maintained and identifying opportunities for continuous improvement of our processes.

Person Specification

The responsibilities may include, but are not limited to:

  • Supporting the HO managers to effectively manage the running of the teams.
  • Supporting the AO grades with technical advice and decision making and be a visible leader.
  • Quality Assurance responsibility for AO activity including feedback and development.
  • Development of quality intelligence products, via the production and dissemination of Intelligence Reports and Information Packages.
  • Requirement to work flexibly, take initiative and be able to organise and adapt your own workload to support priority projects/cases.
  • You will be expected to play an active role in the day to day running, resource planning and development of the Team.
  • You will be working in a continuous improvement environment, working closely with others to share ideas and improve processes.

These roles include customer facing positions that requires office attendance. The Fraud Hotline is operational Monday to Friday between 9-5.

Essential Criteria
  • Evidence of taking responsibility for own actions and performance, using initiative to improve team performance /quality and deliver quality customer service.
  • Role modelling effective behaviours, communicating openly and honestly with the ability to engage, motivate and support others.
  • Have excellent communication, stakeholder management and customer service skills with the ability to establish and develop productive relationships with internal and external customers/partners.
  • Proven track record of delivering sustainable results under pressure, in a fast paced, complex and often ambiguous environment.

The role may involve travel including overnight stays for training and development.

Desirable Criteria

Recent knowledge and evidence of working within either the Criminal Justice or Tax compliance environment would be advantageous, however training is available.
