ONA 08 Public Health Nurse – French Language Designated

Full-Time, Contract, up to 15 months

Overall Job Responsibility:

Reporting to the Program Manager, the Public Health Nurse (PHN) combines knowledge from public health science and nursing science. The PHN focuses on promoting, protecting, and preserving the health of populations. The nurse works with individuals, families, groups, and the community according to the program-specific plans, policies, and procedures of the Windsor-Essex County Health Unit, Ontario Public Health Standards, the Canadian Community Health Nursing Standards of Practice, and the College of Nurses of Ontario (CNO) Standards and Guidelines for practice.

Key Areas of Responsibility:

All competencies are based on the core functions of public health:

  1. Population health assessment
  2. Health surveillance
  3. Disease and injury prevention
  4. Health promotion and health protection

This list of duties is not all-inclusive and may be modified as public health programs change and as health unit needs require.

Specific Duties Include:

  1. Monitor the health status of individuals and families under care and develop appropriate health plans.
  2. Investigate health problems and health hazards in the community, including prevention and control of communicable diseases.
  3. Promote the health of individuals and families through informing, educating, counseling, and appropriate intervention.
  4. Seek to engage and establish partnerships in the community to address public health issues.
  5. Assist with the development of policies and plans that support individual and community health efforts.
  6. Communicate and interpret such policies and plans to the public and other community agencies.
  7. Plan and manage a client caseload, including coordination of intra- and inter-agency services.
  8. Ensure enforcement of public health laws and regulations under the direction of the Medical Officer of Health.
  9. Link individuals, families, and the community with needed resources.
  10. Provide population-based public health nursing services in community settings as directed.
  11. Take a leadership role in training, advising, and orienting public health staff and other community professionals.
  12. Participate in the provision of public health educational experiences for nursing students and professional development.
  13. Carry out public health nursing functions according to standards set forth by relevant authorities.
  14. Evaluate the effectiveness, accessibility, and quality of personal health services.
  15. Work collaboratively and effectively in interprofessional teams.
  16. Review evidence-based literature and best practice guidelines to provide evidence-based interventions and care.
  17. Assure access to primary health care for all residents through referral or actual provision of the service.
  18. Foster the understanding and promotion of health equity and the social determinants of health affecting residents.
  19. Maintain professional competence by participating in relevant professional development opportunities.
  20. Perform other related duties as assigned.

Position Qualifications:

Education, training, & experience:

  1. Baccalaureate Degree in Nursing from an accredited University.
  2. Current certificate of competence from the College of Nurses of Ontario as a Registered Nurse in the general class with no restrictions.
  3. Ability to communicate proficiently in Canada’s two official languages (English & French) is required.
  4. Previous experience working as a Registered Nurse is an asset.
  5. Previous experience working as a nurse in a Public Health Unit is an asset.

Other Requirements:

  1. Working knowledge of Ontario Public Health Standards.
  2. Proficiency with current computer applications (Examples: Microsoft Office - Word, Excel, PowerPoint, Outlook).
  3. Ability to work independently and collaboratively within an interdisciplinary team.
  4. Ability to plan, organize, and prioritize workload.
  5. Immunizations and TB screening as per WECHU policies.
  6. Satisfactory vulnerable persons police clearance.
  7. CPR/AED current certification.
  8. Ability to work some evenings and weekends as necessary.
  9. A valid Ontario Driver’s Licence, access to a reliable motor vehicle during working hours, and $2 million in liability insurance.

This position includes the option of hybrid work, whereby employees may be able to work remotely or from the office, based on departmental needs, job duties, and personal work preferences. The successful candidate must reside within the province of Ontario and must be available to attend the office upon request.
