Purpose and Scope of the Role
The ICT Business Analyst is a key interface between ICT and the other Groups in Ofcom. As a Business Analyst, you will work with the business functions across Ofcom to analyse and capture business and process requirements for all IT related business, financial, spectrum and operations systems. You will ensure that all stakeholders are consulted, and interface with the Business Solutions Architecture team and our delivery partners to ensure that requirements are understood, and the architecture, design and development can progress.
In this role you will build and leverage strong relationships within ICT and across Ofcom to ensure a thorough understanding of the business needs and help to agree the scope and prioritisation of these for delivery. You will develop test plans for user acceptance and system testing and support the ICT Test Manager to ensure that all functional and system testing is planned and executed.
You will be good at developing relationships with stakeholders across the business and will be comfortable working with both technical and non-technical teams. You'll be experienced at communicating with colleagues and able to explain and present complex processes in a simple and understandable way.
Your Key Responsibilities
Business Process Improvement
- Analyses and designs business processes; identifies alternative solutions to exploit new technologies and automation.
- Develops graphical representations of business processes to facilitate understanding and decision making.
- Assesses the feasibility of business process changes and recommends new approaches.
- Manages the execution of business process improvements.
- Selects, tailors and implements business process improvement methods and tools at programme, project and team level in line with agreed standards.
- Contributes to the definition of organisational policies, standards, and guidelines for business process improvement.
Business Analysis- Takes responsibility for investigative work to determine business requirements and specify effective business processes, through improvements in information systems, information management, practices, procedures, and organisation change.
- Selects, adopts and adapts appropriate business analysis methods, tools and techniques; selecting appropriately from predictive (plan-driven) approaches or adaptive (iterative/agile) approaches.
- Collaborates with stakeholders at all levels, in the conduct of investigations for strategy studies, business requirements specifications and feasibility studies.
- Prepares business cases which define potential benefits, options for achieving these benefits through development of new or changed processes, and associated business risks.
Requirements Definition & Management- Contributes to selection of the requirements approach for projects, selecting appropriately from predictive (plan-driven) approaches or adaptive (iterative/agile) approaches.
- Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity.
- Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements.
- Reviews requirements for errors and omissions.
- Establishes the requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source.
- Investigates, manages, and applies authorised requests for changes to base-lined requirements, in line with change management policy.
Business Process Testing- Specifies and develops test scenarios to test that new/updated processes deliver improved ways of working for the end user at the same time as delivering efficiencies and planned business benefits.
- Records and analyses test results, and reports any unexpected or unsatisfactory outcomes.
- Uses test plans and outcomes to specify user instructions.
Systems Development Testing- Reviews requirements and specifications, and defines test conditions.
- Designs test cases and test scripts under own direction, mapping back to pre-determined criteria, recording and reporting outcomes.
- Analyses and reports test activities and results. Identifies and reports issues and risks associated with own work.
User Experience Analysis- Creates and describes personas to represent key user segments.
- Describes users' goals and tasks and the environment within which the system, product or service will be used.
- Selects appropriate techniques for the elicitation of detailed user experience requirements.
- Identifies and defines user experience and user accessibility requirements.
- Works with stakeholders to prioritise requirements and resolve conflicts.
Data Analytics- Conducts end-to-end data analysis, defining data requirements and ensuring data integrity.
- Communicates complex findings to stakeholders in an understandable manner.
- Contributes to the development of data analytics processes and standards. Identifies opportunities for improving data analytics practices.
The skills, knowledge and experience you will need for success- Building Solutions: Analyses and designs business processes & identifies alternative solutions to exploit new technologies and automation.
- Embracing change: Experience delivering results in fast-paced environments and adjusting approaches to meet changing needs and situations. Proactive in identifying and addressing issues, offering new ideas and implementing improvements to processes.

- Harmonising work: The ability to work across organisational boundaries in multi-disciplinary project teams to understand requirements and their mapping to technical specifications and delivering business outcomes.
- Experience of Waterfall and Agile delivery
- Knowledge of Business Analysis tools and techniques
- Experience of implementing Cloud and SaaS solutions
- Proven experience with data testing
- Understanding of database concepts and data warehousing
- Familiarity with data management and data governance practices
- Qualifications: Business Analyst qualification such as ISEB Business Analysis Diploma
