Job Summary

Band: 6, £37,338 - £44,962 per annum

Hours: Full-time, 37.5 hours per week

Contract Type: Permanent

Location: Dependent on current base site, with potential for across site working, both Isle of Wight NHS Trust and Portsmouth Hospitals University NHS Trust (frequency of visits to each site, to be agreed locally).

Main duties of the job

This role joins the busy People Services team, providing operational leadership to the team ensuring a high quality service is delivered to our customers, both internally and externally. You will support, develop and manage the performance of the People Services team to deliver an efficient and accurate service including; ensure the employees' employment record is up to date in the Employee Staff Record (ESR), liaise with managers and SBS to prevent overpayments, ensure the administration of the delivery of right to work, professional registration and parental leave and audit this as appropriate.

Job Description
Job responsibilities
  1. Support, develop and performance manage the People Services Team.
  2. Keep up-to-date with appropriate employment legislation and NHS Employers guidance to ensure operating procedures are regularly reviewed and updated as necessary with appropriate training for team members provided.
  3. Take an overview of the work demands for this group of staff and apportion work appropriately in relation to changing priorities and to ensure there is cross cover for people when they are on leave.
  4. Develop the profile and skills of all administrative staff, ensuring they are appropriately trained in all the areas necessary for the performance of the role and have an opportunity to regularly discuss administrative matters as a team.
  5. Develop an improvement plan for People Services, which ensures processes and practices are in line with accepted best practice and that maximum use of information technology is made, particularly of the national workforce solution.
  6. Proactively identify and suggest areas for improvement in order to enhance the overall efficiency of the People Services function. Ensure that any SLA's developed with organisations are delivered.
  7. Undertake satisfaction surveys to ensure the service is fit for purpose and meets the needs of our customers.
  8. Provide the team with continued support and development in their roles to ensure they become competent in leading and supporting the management of their individual teams.
  9. Develop a mechanism and set of key performance indicators to measure the effectiveness of the service from the point of view of both managers and employees.
  10. Continue to review ESR processes in relation to HR/Finance and the Payroll Provider, to ensure they are as streamlined as possible and are making the best use of our resources.
  11. Act as the key point of contact for HR at an operational level with the Payroll Provider, attending system wide meetings as required.
  12. Contribute to the performance management of external contracts such as Payroll by supplying information on the performance of their services and attending formal meetings as required.
  13. Design and generate workforce information reports for purposes of audit and regular review of the department. Utilise the reporting functions within ESR as part of internal audit (Change Event Log, Exceptions report on daily basis).
  14. Take the lead in training all People Services staff in the use of ESR and running simple reports from ESR.
  15. Ensure that filing systems are fit for purpose and are maintained appropriately to ensure all confidential information is kept securely in locked cupboards.
  16. Deal with complaints as and when received into the department, ensure issues are investigated and responded to appropriately.
  17. Ensure additional training is provided or procedures changed where appropriate. Update and maintain Desk Top Procedures for ESR usage.
  18. Identify and escalate appropriately any issues or deviations to the standard processes.
  19. Manage the team, undertaking appraisals, setting clear objectives to ensure their performance is monitored and development opportunities highlighted. Manage the People Services team within the appropriate policies and procedures in terms of attendance, performance, capability and development.

Experience Essential
  1. Experience of working within a HR department to include basic HR administration and to provide advice on policies and procedures
  2. Experience of using paper and electronic filing systems
  3. Experience of inputting data into information systems
  4. Experience of relating the service context and implications of the data to robust but relevant interpretation or recommendations
  5. Experience of analysing & responding to complex queries
  6. Experience of collating and analysing statistical information and presenting results to non-statistical professionals
  7. Experience of managing a team
Skills and Knowledge Essential
  1. High standard of computer literacy with good keyboard skills
  2. Ability to communicate effectively by telephone, particularly in giving instruction on the use of systems
  3. Ability to communicate effectively in person, dealing with callers to the department who may be distressed and/or upset
  4. Ability to communicate effectively in writing
