Location: Shared Service HR Team

Job Description:
We are seeking a dedicated HR Advisor to join our Shared Service HR Team, serving multiple councils. This role is pivotal in providing comprehensive, accurate, and professional HR advice and support.

Key Responsibilities:

  1. Provide first-line advice on employee relations issues, including disciplinaries, grievances, organisational change management, capability, sickness, and absence management.
  2. Oversee the job evaluation process, preparing paperwork for moderation.
  3. Manage the end-to-end recruitment process, from advertising to offer letters, contracts of employment, and pre-employment checks.
  4. Develop and update HR policies in line with legislative changes and best practices.
  5. Promote Council-wide initiatives, including Health and Wellbeing, Equality, and Diversity.
  6. Work with key stakeholders to enable informed decisions on people management issues.
  7. Support managers in developing role profiles and undertaking job evaluations.
  8. Assist with restructures, change management, and TUPE transfers.
  9. Advise on employment aspects of equalities and participate in equalities work.
  10. Support HR projects and Council-wide initiatives.

Requirements:

  1. Excellent knowledge of employment law and up-to-date HR practices.
  2. Strong analytical and problem-solving skills.
  3. First-class advisory skills with the ability to provide clear, accurate, and concise information.
  4. Ability to work under pressure and manage a diverse workload.
  5. High literacy skills for producing reports and policies.
  6. Commercial awareness.

Experience:

  1. Experience at HR Advisor level in a multi-service organisation.
  2. Experience in developing employment policies and supporting managers in employee relations cases.
  3. Excellent interpersonal and team-working skills.
  4. Commitment to equality of opportunity and valuing diversity.
  5. Proficiency in IT applications, including HR information systems and Microsoft Office.

Additional Information:
The organisation is committed to becoming carbon neutral by 2030. The HR Advisor will ensure that HR delivery aligns with this ambition. Duties may include supporting the Electoral Registration Officer and/or the Returning Officer during elections. The role may require undertaking additional duties during local or national emergencies.
