HIWE: Senior Manager Evaluation

The Evaluation and Insights team supports health and care teams across our region to understand the impact of introducing innovations. The primary function of the evaluation and insights team is to advise on and deliver real-world evaluation of innovations to understand their impact on patients, staff and the healthy economy to understand the potential value of their wider adoption. This can take a variety of forms, such as rapid insight generation, evidence synthesis, mixed methods service evaluation and health economic analysis.

The key responsibility of the Senior Evaluation Manager is to lead qualitative, quantitative and mixed-methods evaluations of innovative technologies, pathways and approaches in health and care. They will also advise partners on evaluation methods and lead a team of mixed-methods evaluation researchers.

Main duties of the job

The post holder will lead a defined set of evaluation and insights activity to have real impact on health and healthcare by supporting our partnership to gather insights on how and why solutions are successful, articulate impact and understand what innovation to scale.

1. To develop clear, costed, time-bound and resourced evaluation plans underpinned by logic models and measurement frameworks.
2. To provide leadership support and supervision to real-world evaluations.
3. To liaise with system partners and innovators on delivery of projects, acting as the key HIWE responsible contact for their designated portfolio of evaluation work.
4. To line manage a team of evaluation researchers who are primarily focussed on delivering real-world evaluations.
5. To support the Associate Director of Evaluation and Insight with growth of a pipeline of evaluation and insights activity, securing funding from a range of funders, and collaborating with our diverse and multi-disciplinary stakeholder communities.
6. To work closely with HIWE's discovery, development and deployment teams to demonstrate impact of our work.
7. To advocate and advise on the appropriate use of evaluation frameworks and evaluation methods.
8. To support the Associate Director of Evaluation and Insight in collaborating with HIWE's wider integrated care, health innovation and research systems, in the design and delivery of evaluation and insight activity.

Person Specification

Qualifications

• Educated to Masters level or appropriate professional qualification or equivalent experience.

Experience

• Delivery, design and management experience of multiple or mixed-methods evaluation activity in health or social care, or wider life sciences/ education/ academic setting.
• Essential: Experience and evidence of working in partnership with NHS or social care organisations at all levels and successfully engaging with multi-disciplinary and / or multi-agency teams to achieve successful outcomes.

Knowledge

• Knowledge and experience of NHS landscape including role of regional and national bodies, knowledge of innovation, patient safety, improvement, coaching or other HIN areas of work.

Skills

• Excellent evaluation skills, including application of evaluation frameworks relevant to spread and adoption of innovation, data collection, survey design, qualitative and basic statistics.
• Excellent written and oral communication skills, motivational, influencing and negotiating skills with proven experience of success at senior levels of organisations and across organisations including with clinicians and directors.
