Location: London (with the expectation of regular attendance at Ashton Gates/Edinburgh site)

Serve as the primary contact for health and safety-related matters and lead NatCen's health and safety initiatives. Be responsible for developing, implementing, and managing safety policies and programs to ensure a safe and compliant work environment.
Be accountable to ensure all required H&S data is collected, collated, reported, analysed and acted upon in a timely manner.
This role requires a strong understanding of regulatory requirements, risk assessment, and the ability to foster a culture of safety among all staff (employees and worker status).
Key Responsibilities
- Develop and Implement Safety Policies
- Develop, review, and update health and safety policies and procedures in compliance with statutory regulations.
- Ensure policies are effectively communicated and understood throughout the organisation.
- Develop reactive and proactive action plans in response to above and prepare reports as required.
- Risk Assessment/Management and Emergency Preparedness
- Conduct regular risk assessments and audits to identify potential hazards and implement appropriate control measures.
- Conduct office-based workstation assessments.
- Monitor implementation of any remedial actions.
- Maintain and analyse incident reports to identify trends and recommend corrective actions.
- Develop and maintain emergency response plans and conduct drills to ensure readiness for various scenarios.
- Collaborate with local emergency services and other agencies as needed.
- Accident/Incident Investigation and Reporting
- Investigate incidents and produce detailed factual reports identifying root causes and recommendations for improvement.
- Ensure that any incident that falls within the scope of RIDDOR is reported to the HSE.
- Ensure that any incident that is deemed to have posed a significant risk to the division or is reportable under RIDDOR is fully investigated and reported.
- Deal with the HSE, the Environment Agency, insurers and other bodies in the event of a major incident or as required.
- Manage responses to insurance claims relating to incidents.
- Provide a regular tactical review of all H&S Action Plans, prepare data and present safety reports, performance and compliance to Leadership Team to ensure continual improvements and change accordingly.
- Training, Continuous Improvement
- Design and deliver (in conjunction with Learning and Development team) health and safety training programs for all staff at all levels.
- Ensure all employees are aware of safety protocols and emergency procedures.
- Ensure that appropriate H&S briefings, presentations are developed and communicated to all staff (Field workers and employees) to support any action plan, improvement initiative or future risks.
- Support all safety initiatives and events (including the staff inductions and other events) and provide material and briefings when required.
- Drive continuous improvement in H&S standards and performance and in all matters relating to care of individuals and safe operating procedures.
- Stay current with industry trends, best practices, and regulatory changes to continuously improve health and safety programs.
- Implement innovative solutions to enhance workplace safety.
- Compliance Monitoring and Culture of Safety
- Monitor compliance with health and safety regulations and standards.
- Maintain records of safety inspections, incidents, and training sessions.
- Promote a culture of safety within the organisation by engaging all staff and encouraging their participation in safety initiatives.
- Lead the Health and Safety Committee meetings and initiatives to enhance safety awareness.
- Key Working Relationships
- Work closely and engage with relevant stakeholders and teams (where there is a crossover of responsibility and where health and safety issues may be pertinent to the role) to ensure alignment of practices and that health and safety issues and concerns are captured and managed appropriately.
- Key relationships will be across Field services, Facilities and Human Resources and other relevant areas.
This position may require occasional travel to other sites and locations.
This role is expected to perform any other reasonable duties that NatCen may require that are consistent with the broad nature of the job.
Skills, Knowledge and Expertise
Essential
- Relevant qualification in Occupational Health and Safety, Environmental Science, or a related field.
- Membership of Institute of Safety and Health (IOSH)
- Significant experience of managing Health and Safety with a particular understanding of the health and safety requirements for Field and remote workforce.
- Deep understanding of legal health and safety guidelines.
- Ability in producing reports and developing relevant policies.
- Good knowledge of data analysis and risk assessment.
- Outstanding attention to detail and observation ability.
- Excellent communication and interpersonal skills, with the ability to engage and influence staff at all levels.
