Brief Description


Capital Programmes lead on the delivery of the Eastern regions £1bn a year renewal and enhancements portfolio. The role will lead and direct the safety, health and environment activity across the eastern region capital programmes teams. Working closely with the supply chain partners and route teams, you will support the successful implementation of the eastern region overall strategic direction, through alignment with functional plans for safety, health, and environmental improvements. Act as the focal point within the function for expert advice on safety, health and sustainable development to stakeholders


About the role (External)


Key Accountabilities

  • Provide direction to the region / route / function and senior leadership team on all safety and sustainable development matters.
  • Provide safety and sustainable development leadership for all region / route / function teams through directly managing the regional / route / function safety and environmental support team.
  • Provide timely and compelling safety and environmental advice across the region / route / function and partner organisations.
  • Lead the work with the leadership team to deliver risk controls necessary to manage risks to levels that are ‘As Low as Reasonably Practicable’, in compliance with corporate processes and systems.
  • Review and implement changes to the Network Rail management system focusing on achieving world class standards of safety and environmental performance.
  • Provide timely advice to the region / route / function teams in the engagement of contractors and suppliers such that systems utilised are consistent with those applied by Network Rail and compliant with The Railways & Other Guided Transport Systems (Safety) Regulations and other statutory requirements.
  • In support of the senior leadership team, develop and implement risk-based monitoring programmes to test compliance with legislative obligations and company processes and procedures.
  • Work collaboratively with the Health, Safety & Environment Director, and region / route / function safety teams to implement the Region / Function Safety, Health & Environment Strategy.
  • Direct the strategic and behavioural change programmes required by the region / route / function to support the safety and sustainability agenda and comply with wider company policies.
  • Provide the focus and principal point of contact with the enforcement authorities on health, safety and environmental management matters.

Job Skills and Qualifications

Essential

  • Member of a relevant professional body with chartered status and/or educated to degree level
  • Relevant experience at a senior level in managing specialist teams in support of the delivery of major construction projects and programmes
  • Good understanding of risk management
  • Good understanding of sustainability in the design and delivery of projects
  • Excellent report writing and presentation skills
  • Strong influencing and leadership skills
  • Good knowledge of railway and/or construction health, safety and environmental legislation

Desirable

  • Good knowledge of Network Rail’s management systems
  • Good knowledge of railway operational and contractual practices
  • Good knowledge of construction practices
  • Comprehensive knowledge of GRIP
