Job description

Delighted to once again be partnering exclusively with a long standing client of ours to help them find a new Head of Procurement & Commercial for one of their key clients in an outsourced agreement. If you've got a background in public sector procurement, fancy the idea of transforming a tactical purchasing function into a high performing strategic procurement operation and have a great knack of getting people onside and bought into your vision, then this could be just the ticket.


What's on offer?
  • Base salary of £65,000 to £70,000

  • Hybrid working, 2-3 days on site to begin with, reducing to 1-2 after circa 6 months

What will you be doing?

You'll be taking the lead on the transformation of an existing procurement function, taking it from its current mostly transactional/tactical state to a high performing strategic operation. The senior leadership team in this organisation believe procurement is able to deliver so much more than it currently does and so are giving their full backing to facilitate the change needed. You'll be leading a small team of 2 direct reports to ensure the efficient, cost effective procurement of all goods and services, direct and indirect, needed by this organisation. There is a strong desire to elevate the supply chain management within the organisation, working closely with suppliers to ensure they play an even bigger part in delivering their services, and increased value, to the end users. With the upcoming changes to the Procurement Act due in Feb 2025, there is a real opportunity to redefine and implement process and procedural changes and you'll need to build outstanding relationships with key internal stakeholders/end users to ensure they are fully aware of the benefits of any changes made and fully on board with supporting in their delivery. Through the transformation of the procurement function, there is a desire to have an increased level of commercial acumen within the business and for significant improvement to be made to the commercial position relating to both the services received from suppliers and those provided to the customers. You'll also be looking at the latest innovations and advancements in the industry to ensure you're keeping the business correctly positioned regarding its suppliers and products.


Who will you be doing it for?

You'll be joining a well established, successful private sector consultancy (on a permanent contract) and will immediately take up post as the Head of Procurement & Commercial in one of their key clients based in Manchester, initially for a period of 2 years with the option to extend for a further two. The client in question provides housing to tens of thousands of tenants across the North West and is on a real push to modernise its procurement operations in order to provide a first class service to all affected by the work they do. The consultancy you'll be working for are an established provider of frameworks and procurement services to a range of public sector organisations and have a great reputation in the industry, as well as a proven track record of developing their people, both through coaching and industry recognised training qualifications.


What do you need to bring to the table?

To be successful in this role, it's expected that you'll be able to demonstrate the majority of the following skills and experiences:

  • Proven experience of leading strategic procurement activity in a regulated environment using PCR2015/FTS/OJEU
  • A highly engaging personality and proven ability to build strong, influential relationships with key stakeholders across all levels of an organisation
  • Demonstrable experience managing and undertaking high-value, high risk or strategically important public or private sector procurement projects
  • Proven background successfully delivering in a customer-focused business resulting in high levels of customer satisfaction
  • Strong commercial acumen with a track record of delivering savings, improved efficiencies and successful negotiations and partnerships
  • Natural, motivational leader with strong interpersonal skills and experience in developing teams
