Summary:

We are looking for a Head of Learning and Development (L&D) to join us in a brand new role at the Regulator of Social Housing.

The role will focus on the delivery of key learning and development projects and will ensure the efficient and effective delivery of the L&D function and services to enable the regulator to deliver its objectives. At the Regulator of Social Housing, we are in a period of change and transformation as from 1st April we have extended our remit, giving us additional powers and responsibilities around the importance of safe, decent homes for social housing tenants and of social housing landlords being transparent and accountable to their tenants. As a result, this is a great time to join us and help us shape the organisation.

Job Description:

As the Head of L&D you will lead a specialist team to design, develop and implement complex L&D projects and initiatives, working across the organisation. You will implement key learning and development strategies, playing a key role in the creation of the Regulator’s learning development programmes and will also provide strategic advice and support to our senior leadership team.

Along with the design and implementation of the organisational L&D strategy, you will design and implement the Regulator’s annual L&D plan and related budgets and will review and develop L&D policies, processes and procedures in accordance with best practice and relevant legislation.

Responsibilities:

As the successful candidate you will be a CIPD qualified learning and development professional with a strong understanding of L&D and Organisational Development theory and practice, with experience of people change management. You will also have excellent communication skills, with the ability to work collaboratively with cross agency and government teams, taking responsibility and proactively demonstrating accountability for your team’s areas of operation.

Location:

We operate a hybrid model of working with a mix of office and home working. This role can be based out of any of RSH’s offices in Manchester or Leeds. Our Manchester office will be relocating during 2024/25, however will remain within the city centre. We offer a range of flexible working arrangements and staff can benefit from working from home for part of their hours. Most roles involve some travel within England between our offices.

Benefits and Salary:

At RSH, we offer a competitive salary and a range of excellent benefits; full information is available on our website. The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award. In addition, when the probation period is successfully completed, a performance related bonus may be awarded, based on appraisal ratings at the end of the qualifying appraisal year.
