Job overview

The Head of Human Resources (HR) and Organisational Development (OD) is tasked with spearheading the transformation of People Services at the ICB. This role involves offering expert advice in line with the People and OD strategy, as well as the BSW ICB's corporate objectives and values. You will provide strategic leadership on HR matters as well as being a subject expert on employment law, delivering effective HR services within the ICB.

As a naturally compassionate leader, you will foster relationships across all directorates within BSW, with regular exposure to the Extended Leadership and Executive Leadership team. This would include leading major change and organisational development programmes for enabling inclusive colleague engagement.

Main duties of the job

Reporting to the Deputy Chief People Officer, you will provide senior leadership for the HR team. Your role will be crucial in leading the transformation of People services, offering expert advice and direction aligned with the People & OD strategy, BSW ICB corporate objectives, and BSW ICB values. This includes enhancing the experience of staff and improving the overall quality and efficiency of services.

You will ensure that employee relations cases are managed effectively in line with just culture and best people practices principles, ensuring that learning is taken from all cases to improve organisational culture and practice.

Person specification

Knowledge, Training and Experience

  • Educated to Masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent.
  • Evidence of post qualifying and continuing professional development.
  • Significant experience in a senior HR&OD role in a large organisation, including leading a team and/or function.
  • Significant experience of liaison with managers, staff and trade unions at all levels, internally and external organisations.
  • Experience of a highly complex, sensitive environment and/or working in contentious hostile situations and finding solutions.
  • Evidence of policy development and implementation.
  • Knowledge of contemporary HR&OD legislation, employment law and other relevant policies and standards.
  • Capable of delivering transformational change to generate successful outcomes.
  • Proven experience of delivering change-management programmes.
  • Experience of leading and delivering complex change and strategy development.
  • Advanced presentation skills to influence and inform, including dealing with complex and difficult questions and challenge.
  • Analysis and interpretation of complex data and information, options appraisal, recommendations & report generation where no precedent exists.
  • Highly organised with results orientation and strong attention to detail.
  • Excellent verbal and written communication skills.
  • Flexible and adaptable with a professional, calm and efficient manner.
  • Ability to deal with sensitive/confidential issues.
  • Politically astute.
  • Experience of working within a politically sensitive environment.
