Cartrefi is recruiting for a Head of Health, Safety & Wellbeing to provide strategic direction and head the health and safety function. The successful candidate will take accountability for the development and delivery of health and safety management systems, providing exceptional services to our colleagues and the people we support.

What you will do

  1. Act as the principle point of contact for any health and safety issues.
  2. Work in partnership with managers across Cartrefi, empowering them to be proactive in meeting their responsibilities and in ensuring continual improvement of health and safety within their areas.
  3. Monitor changes in legislation and good practice guidance that significantly impacts on Cartrefi, sharing relevant information and providing advice on the practical application on Cartrefi’s work.
  4. Work with the Quality & Governance Partners to deliver high standards of health and safety within their region of responsibility through the business partnering model, providing high-level consistent advice and direction as required.
  5. Coach and develop the Quality & Governance partners as they undertake the health and safety responsibilities within their role, providing clear direction, monitoring progress and being available to provide advice and support as necessary.
  6. Develop a legal framework for the management of health and safety, ensuring compliance and risk management across Cartrefi.
  7. Advise on health and safety competence and capability and organisational training needs and work with L & D to deliver in-house training.
  8. Develop a comprehensive suite of training relevant to the roles within Cartrefi, ensuring compliance with relevant legislation.
  9. Ensure full and accurate health and safety and training records are maintained.
  10. Maintain a robust Health and Safety Management System through the development, implementation, monitoring and reviewing of policies, procedures, processes, safe working practices and risk assessments.
  11. Advise and support the SLT on organisational risk management in respect to health, safety and wellbeing across the organisation.
  12. Monitor and review the implementation and effectiveness of the Health and Safety Management System.
  13. Lead and report on investigations of health and safety incidents, dangerous occurrences and work-related ill health.
  14. Undertake risk assessments as required and lead on the training of others to undertake risk assessments, monitoring quality and compliance.
  15. Liaise with the HR department in areas of Occupational Health.
  16. Initiate and monitor Health Surveillance.
  17. Work with HR to design and deliver workplace wellbeing programmes and initiatives.

What you will need

Qualifications, knowledge and experience

  1. Chartered (CMIOSH) Member of the Institution of Occupational Safety and Health.
  2. Holds a recognised health and safety qualification (e.g. NEBOSH Diploma, NVQ Level 6 or equivalent).
  3. A strong understanding of the application of the Health and Safety at Work Act 1974 and other legislation relevant to Cartrefi, particularly those relating to the Health and Social Care sector.
  4. An excellent knowledge of health and safety law, regulations and best practice across a diverse range of risks.
  5. A track record of influencing a positive health and safety culture.
  6. Successful track record of planning, developing and implementing health and safety management systems in large, complex organisations.
  7. Ability to analyse and resolve complex issues, balancing organisational risk with business needs.
  8. Strong influencing and motivating skills and the confidence to deal effectively and professionally with a variety of people, including people we support.
  9. Excellent communication skills, both verbal and written.
  10. A qualified trainer with the ability to design and deliver health and safety training content.
  11. Able to build positive relationships based on trust and confidence in order to foster an environment of cooperation and collaboration.
  12. Able to proactively anticipate, research and mitigate problems, identifying underlying issues, interpret data and communicate issues and implications to others, presenting information in a professional format that is understandable.
  13. Excellent IT skills.
  14. Strong attention to detail and high degree of accuracy.
  15. Experience of managing a high volume of work, prioritising and handling multiple tasks simultaneously.
  16. Proactive, highly motivated individual.
  17. Team player who collaborates well with immediate and wider team.
  18. An understanding of environmental policies relating to the sector.
  19. A Welsh language speaker or willingness to learn*

Other Requirements

  1. Full, clean driving licence with access to a vehicle.
  2. Willingness to travel to our sites across Wales.
