About the Role:

  • The role is integral in the identification, managing, reporting and mitigation of Liberty’s Financial Crime risks through effective leadership of the Global Risk Solutions (GRS) UK and EMEA Financial Crime team. The individual will work within the Compliance function and report to the GRS UK and EMEA Head of Compliance with secondary reporting to the Global Head of Financial Crimes. The role is considered to be a key member of the Compliance senior leadership team.

  • Establishing an open and constructive relationship with relevant regulators (and supervisory bodies). Co-ordinating and managing this relationship including, but not limited to, the Prudential Regulation Authority, the Financial Conduct Authority, the Commissariat aux Assurance, Lloyd’s and Dubai Financial Services Authority.
  • Providing advice to Liberty’s UK and EMEA legal entity and business unit governing bodies on compliance with applicable laws and regulations, and providing advice to the business, for example in the form of policies and procedures or written updates, in relation to applicable laws and regulations.
  • Assessing the possible impact of any regulatory development on the operations of the business and working with the business with regard to compliance.
  • The identification and assessment of compliance risks, and the development, implementation and oversight of an appropriate framework to ensure the management of compliance risks.
  • Such a framework will include assessing the adequacy of the measures adopted by the business to prevent non-compliance including monitoring to ensure these procedures are being adhered to.
  • Ensuring that Compliance Strategy is in line with its broader strategic objectives. Working with the business to assess new opportunities and ensuring appropriate control frameworks are established.

Duties & Responsibilities

Leadership
  • Communicate and drive Liberty’s vision, culture and values.
  • Devise and implement a strategy for Financial Crime ensuring it mitigates financial crime risks and meets business needs.
  • Collaborate with Liberty Mutual Group regarding its Global Financial Crimes Program.
  • Support the Head of Compliance by representing Financial Crime at certain Liberty governing body meetings, reporting on financial crime-related issues and participating in governance forums.
  • Drive operational efficiency and continual Financial Crime process improvement by reviewing and challenging existing ways of working.
  • Support the GRS UK and EMEA Head of Compliance in engaging with the Senior Management team, and other internal and external stakeholders in an open, proactive and collaborative manner to ensure that Financial Crime topics are raised, considered, addressed and reported in an appropriate manner.
  • Inspire and manage the Financial Crime pillar team ensuring it is adequately resourced and capable of performing its duties.
Financial Crime
  • Maintain an effective Financial Crime Framework and ensure it’s proportionate to the scale, nature and complexity of Liberty’s business.
  • Responsible for delivering the Financial Crime Annual Compliance Plan ensuring that it aligns with business units’ strategic objectives and the wider Compliance and Global Financial Crime strategies.
  • Provide clear and consistent advice and direction to the Financial Crime team, business partners and key stakeholders.
  • Responsible for aligning with the Company’s Financial Crimes Program, including escalating FC risks as warranted and collaborating on key global Financial Crime initiatives.
  • Support GRS UK and EMEA Head of Compliance in all Financial Crime matters and initiatives.
  • Responsible for ensuring Financial Crime policies, procedures and processes are updated in accordance with legal, regulatory, and internal requirements.
  • Ensure effective horizon scanning is in place to identify material developments in the sanctions, trade control and wider financial compliance space.
  • Support the GRS UK and EMEA Head and Deputy Head of Compliance in managing Liberty’s regulatory obligations to ensure it remains compliant with all relevant financial crime regulations.
  • Maintain oversight of Financial Crime Risk Assessments (FCRA) (including its methodology) and provide expert advice to address gaps.
  • Devise an effective Financial Crime training and communication programme for the business.
  • Ensure effective monitoring of Financial Crime risks.
  • Report Financial Crime MI to the relevant forums.
  • Provide Financial Crime input on company projects where required.
Skills & Experience
  • Strong experience of the scope and application of EU, UK, US and UN sanctions measures and wider trade controls, including licenses and authorizations. Expertise in navigating the legislative frameworks under which such controls are implemented and enforced.
  • Awareness of the applicable regulators’ requirements and the enforcement environment.
  • Demonstrable experience in broader financial crime domains: ABC/AML/Fraud.
  • Excellent understanding of the general insurance and reinsurance industry and ideally the position of the London market.
  • Experience of leading and managing high performing teams.
  • First class people skills and a team player with excellent written and verbal communication.
  • Proven experience and track record of solving problems and delivering solutions to the business in a way that balances regulatory obligations with a strong commercial understanding.
  • Natural organization, project management skills and a champion of change.
  • Able to challenge and be challenged.
  • Open, accessible, participative people manager including a focus on staff development.
  • Able to grasp complex issues quickly and be able to offer relevant and focused advice.
  • Ability to listen, be flexible, but decisive.
  • Pragmatic and principled, not dogmatic.
  • Relevant professional qualifications and strong academic record. A legal background is strongly preferred, together with demonstrable experience in a compliance function.
