We are looking for an experienced Traffic Signals / ITS Engineer with a track record of delivery and achievement to lead our Urban Traffic Control team in the Highways Service.

Kirklees is attracting a significant level of investment into the district which is funding major highway infrastructure improvements for rail and mass transit interface, bus and active travel measures, as well as new homes and businesses. The UTMC Team is instrumental in ensuring that the highway network can accommodate these changes and keep users safe and moving. This area of engineering is developing significant innovation and technological solutions to aid the movement of people in the future.

The Urban Traffic Control team is part of the Highways Network Management Team and is responsible for the design, operation, and maintenance of all the traffic signals, UTMC systems, variable message signs, and other assets across Kirklees. The team also provides support to other teams within the Council, as well as regionally with the West Yorkshire Combined Authority and neighbouring authorities.

The role of a Group Engineer is very varied and will give you the opportunity to share your experience, knowledge, and expertise in Urban Traffic Control, and innovate solutions for the future.

We are looking for a Group Engineer who already has:

  • An appropriate professional or academic qualification related to the skills and abilities required for the post or the ability to demonstrate significant experience.
  • Experience of providing effective leadership alongside team management and development.
  • Excellent communication skills, both written and verbal.
  • Occasional travelling for site visits and meetings may be necessary, for which you will need a full and valid driving licence, and a willingness to undertake and pass a Kirklees Council driving test.

As Group Engineer, your key responsibilities and duties will consist of:

  • Managing the day-to-day operation of all the UTC team and the UTMC systems to ensure the most efficient operation of the highways network and supporting other highways colleagues with their duties.
  • Managing the Council's UTC Asset (Currently with a GRC of £26m), ensuring it is in good condition, fit for purpose, safe, and reliable.
  • Managing the Traffic Signals maintenance contract for compliance and any sub-contractors working on behalf of the authority.
  • Managing the finances of the UTC section's revenue budget, capital plan, section 278 works, and any grant works, preparing detailed reports for senior management.
  • Representing the authority at a regional level and delivering projects on behalf of other West Yorkshire Authorities and the WY Combined Authority.
  • Preparing detailed bids for funding at either a Council level or at a West Yorkshire level that bring in additional funding for UTC.
  • Working with colleagues in Major Projects and Highway Consultants on issues relating to Urban Traffic Control, their impact on our network, and understanding the need for effective and efficient communication, both written and verbal.
  • Supporting and supervising others to work with developers and highway consultants on the design of highway schemes, from pre-application stage to completion of construction on site, which will facilitate development in relation to UTC.
  • Mentoring and supervising others with the design checks for UTC projects.
  • Managing the liaison with and advising various Council departments and partners, including major projects, developers, and Highway Consultants on issues relating to Urban Traffic Control.
  • Undertaking the relevant duty holder’s role under the Construction (Design and Management) Regulations 2015, particularly as Designer.
  • Being responsible for the wellbeing of yourself and others.
