Governance Lead

Salary: National - ranging from £48,900 - £61,100 and London from £53,700 - £67,100 per annum

The team/department

The Central Secretariat sits at the heart of the Financial Conduct Authority (FCA) and the Payment Systems Regulator (PSR). It is part of the FCA's Corporate Governance Division, led by the Company Secretary.

The division comprises the following functions:
  • Central Secretariat (incorporating the Conflict of Interests Policy Team and Senior Managers Regime Support Function)
  • Consumer Panel Secretariat
  • Decision-Making Committees Secretariat (DMCS)
  • Practitioner Panels Secretariat

The team works with the FCA and PSR Boards and senior executive committees of the FCA. It also owns the organisational Conflict of Interests (COI) policies for staff and non-executive directors and supports the Senior Managers Regime (SMR) function.

What you will be doing (the role)
  • Line manage a workstream responsible for governance support for the Boards and executive committees of the FCA and PSR, and/or management of the organisational Conflict of Interests policies, and support for the SMR.
  • Build and maintain strong working relationships with key stakeholders across the FCA and PSR, including the Board Chairs and Non-Executive Directors (NEDs), the Chief Executive/Managing Director, Executive Directors and their offices to support an effective governance framework.
  • Provide advice and support to Senior Management Function (SMF) holders as required to ensure that the SMR is delivered effectively.
  • Oversight of the FCA's Conflict of Interests work, supporting the Ethics Officer and Deputy Ethics Officer in delivery of the function, ensuring alignment and compliance with the staff and NED COI policies.

  • Providing advice on conflicts of interest, delivering policy updates to FCA and PSR staff, Non-Executive Directors, and other senior stakeholders.

The skills and experience you will have
Minimum
  • Previous line management responsibility in a similar company secretarial and/or governance role.
  • Demonstrable experience of working with and influencing senior stakeholders.
  • Working knowledge of the application of conflicts of interest policy within a regulator and associated risk management.

Essential
  • Working knowledge of the Senior Managers Regime and Conflict of Interests requirements.
  • Strong verbal and written communications skills.
  • Experience of providing support, advice and challenge to Senior Management on Policy development and compliance procedures.
  • Sound attention to detail.
  • Strong organisational, prioritisation and negotiation skills.
  • Discretion and the ability to gain others' trust.
  • Ability to respond positively to change.
  • Experience of delivering continuous improvement in programmes of work.
