Trauma & Related Services (CSU) at Leeds Teaching Hospitals NHS Trust is looking to appoint an experienced and highly motivated individual to the post of General Manager.

The CSU is composed of the following clinical specialties: Trauma & Orthopaedics, Plastic Surgery, Vascular Surgery, Paediatric Trauma & Orthopaedics and Paediatric Plastic Surgery. The CSU consists of approximately 580 whole time equivalent staff members and delivers services across all LTHT core sites. Inpatient services are delivered across six core wards, a Hobs area, the Multi-specialty Assessment Area and the CSU also hosts the Leeds Major Trauma Centre.

The CSU hosts a hub and spoke model for West Yorkshire for both Vascular Surgery and Paediatric T&O, working closely with partner Trusts to ensure high-quality specialty care is delivered across the region.

Main Duties of the Job

As General Manager, the post-holder will be accountable to the Clinical Director, and in partnership with the Head of Nursing and as a member of the CSU triumvirate, the post-holder will be responsible for providing operational and strategic business planning and leadership for the CSU and Trust. In partnership with the Clinical Director, the post-holder will be accountable for performance of operational targets, local and national standards, as well as budgetary control across all services within the CSU. The post-holder will be line manager to and responsible for designated staff within CSU.

With experience of successful operational management at a middle or senior management level, you will have experience of budgetary management, operational and business planning, change management and managing staff from a range of professional backgrounds.

Job Responsibilities

Job Purpose: The post holder will manage a clinical service unit or clinical support unit, comprising a number of specialties or support services supporting the Clinical Director. The post holder will be responsible for the overall delivery of service, quality, financial and other targets as determined by the Executive Directors. In partnership with the Clinical Director, the post holder will be responsible for business, workforce and financial planning within his/her own unit, and will work closely with other managers and clinicians to support Trust-wide objectives.

Job Dimensions:

  1. In partnership with the Clinical Director, responsible for the management of identified clinical and/or related services within a unit.
  2. Manage the performance of the unit against key targets and measures.
  3. Ensure that resources are deployed effectively and that robust processes are in place to support the provision of efficient, high-quality services.
  4. Responsible for relevant capital programmes and associated budgets.
  5. Ensuring Staff, Patient & Public involvement in service development.
  6. Developing and sustaining capacity and capability in the unit.
  7. Ensure that the clinical activities are appropriately recorded in order to maximise income opportunities related to service provision.
  8. Engaging on behalf of the unit with internal and, where appropriate, external stakeholders promoting partnerships and co-operative working.
  9. Ensure business continuity and risk management arrangements are in place in the unit.

Principal Duties & Areas of Responsibility:

  1. In partnership with the Clinical Director, manage the performance of the unit, providing regular reports to the Chief Nurse/Deputy Chief Executive.
  2. Management of delegated pay and non-pay budgets and maintaining financial balance.
  3. Responsible for ensuring robust processes are in place for patient administration and to record and code activity within the unit, ensuring income is received.
  4. Leads the development of business cases whether for changes to service, new equipment or new posts.
  5. Line management of designated unit staff, for example Business/Patient Service Manager(s).
  6. Ensure regular and effective appraisal and personal development planning for staff who work in the unit.
  7. Leads service planning and strategy within the unit, engaging with Clinical Director, Head of Nursing (or equivalent) and corporate functions.
  8. Ensures the involvement of patients, staff and other stakeholders in service planning and development including communicating major change to staff and other stakeholders.
  9. Responsible for ensuring that local and national policies are properly and consistently interpreted and implemented within the unit.
  10. Responsible for agreeing and delivering Service Level Agreement contracts in conjunction with corporate services and other stakeholders.
  11. Develop management capability within the team, providing supervision, coaching and mentorship to others and supporting managers in this process.
  12. In partnership with the Clinical Director and Head of Nursing (or equivalent) responsible for ensuring that conduct, poor performance/capability and grievance issues are addressed within the unit in line with Trust policy.
  13. Responsible for co-ordinating and maintaining the unit risk register and agreeing actions plans to manage risks.
  14. Work with the Clinical Director and Head of Nursing (or equivalent) to ensure complaints relating to services are managed within local and national standards and action plans are agreed, implemented and monitored to ensure learning within the unit and wider Trust.
  15. Responsible for ensuring Serious Untoward Incidents or other serious incidents are reported, investigated, resolved and recorded in line with policy.
  16. Works jointly with Clinical Director, Head of Nursing (or equivalent) and other clinical staff to ensure there is a clinical audit programme in place. Identify areas of practice that are to be subject to clinical audit in conjunction with the Clinical Director and Head of Nursing (or equivalent) and delegate appropriate resources to undertake this work.
  17. Support the Head of Nursing (or equivalent) in ensuring that the Patient & Public Involvement Initiative is implemented within the unit.
  18. Identifies and leads projects to modernise and improve service delivery and patient access. Ensure service is managed and supports the most effective patient pathways working with other services to secure a whole systems approach to patient care.
  19. Take part in the Senior Managers on call rota, ensuring that senior managers and clinicians within the unit are equipped to act in the event of MAJAX.
  20. Lead specific project work as directed by the Chief Nurse/Deputy Chief Executive and support others within the unit in this process.
  21. Deputise for the Chief Nurse/Deputy Chief Executive as directed.
  22. Contribute to Trust-wide policy and/or policy development as delegated by the Chief Nurse/Deputy Chief Executive.
