ICF's Work on Humanitarian Aid and Civil Protection: ICF has a growing track record in undertaking research and evaluation in the humanitarian sector for a range of clients, particularly the European Commission Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO). ICF has been actively involved in projects with DG ECHO, providing expertise in various thematic areas such as disaster preparedness, emergency support operations, food security and livelihoods, health, WASH, and more. ICF's collaboration with DG ECHO aims to enhance the effectiveness and efficiency of humanitarian aid and civil protection efforts across Europe and beyond.

ICF is looking to expand its civil protection and humanitarian expert pool to cover a wide range of thematic and geographic areas. ICF is seeking experts and consultants to carry out various tasks based on upcoming tenders from EU Institutions focusing on humanitarian aid and civil protection.

Role and Responsibilities of the Expert:

  • Thematic Expertise: The expert will be expected to have experience (5+ years) in one or more areas within Humanitarian Aid and/or Civil Protection.

  • Geographical Expertise: The expert should have experience working in specific regions and countries across the globe.

  • Methodological Expertise: The expert should be proficient in various research and evaluation approaches and designs, such as ex-ante, ex-post, meta, and interim evaluations, monitoring of policies/programs, and more.

  • Data Collection and Analysis: The expert will be responsible for designing and/or conducting data collection and analysis, using techniques such as case study analysis, comparative analysis, focus groups, interviews, literature reviews, and surveys.

  • Collaboration and Communication: The expert will work closely with ICF, DG ECHO, and other stakeholders, to ensure the successful implementation of projects. This includes providing regular updates, participating in meetings, and contributing to reports and presentations.

Qualifications:

  • Proven experience in the humanitarian aid and/or civil protection sectors.

  • Ideally, experience working on DG ECHO projects.

  • Strong analytical and research skills.

  • Excellent communication and collaboration abilities.
