Job description

As the Fire Safety Assurance Manager, you will deliver Fire Safety assurance programmes and evidence to the business as part of a wider Fire Safety strategy. You will work in both operational and strategic arenas to deliver guidance and advice to ensure that the organisation achieves a measure for assurance through developing action plans to ensure compliance and best practice.

Description

The key responsibilities as the Fire Safety Assurance Manager are as follows:

  1. Ensuring the integrity of the Fire Safety practices by developing, designing and managing the implementation of local small activities and actions to meet the wider Fire Safety Strategy and Fire Safety Risk Management Framework.
  2. Delivering Fire Safety professional advice with appropriate skills, knowledge and experience to design appropriate strategies to scrutinise and provide assurance across the organisational activities and its portfolio of services impacted by fire safety.
  3. Providing frameworks and monitoring to ensure that the business meets its legal, moral & financial duties to both Staff & Residents in terms of fire safety matters & fire risk reduction.
  4. Communicating effectively at all levels with internal and external stakeholders, having the necessary competencies to provide robust challenges when required and diplomacy and tact to ensure delivery of remedial actions.
  5. Ensuring that the organisation meets its legal, moral and financial duties in building portfolio as a Responsible Person/Accountable Person being a freeholder, leaseholder and social landlord.
  6. Supporting 'Duty Holder' responsibilities and working with key stakeholders to promote compliance.
  7. Monitoring and delivering effective systems for vulnerable residents including the delivery of PCFRA's/PEEPs.
  8. Ensuring outcome-focused solutions promoting the use of proportionate and consistent fire risk reduction strategies.
  9. Designing, implementing and monitoring the Fire Safety Risk Management Framework and Assurance programs.
  10. Promoting Fire Safety Assurance through proactive monitoring & support as subject matter experts to provide the assurance of the practices of operational staff in a broad range of functions and teams.
  11. Actively leading, coaching, developing and enabling the Fire Safety Assurance Officers to ensure high performance and support the successful delivery of Fire Safety programmes.

Profile

The successful Fire Safety Assurance Manager will need to have the following:

  1. NEBOSH Fire Safety Certificate or equivalent qualification.
  2. European Diploma in Fire Safety or equivalent qualification or commensurate experience.
  3. IFE Graduate Grade Membership or equivalent qualification or working to achieve.
  4. Expert understanding of Fire Safety and application in social housing, building construction and/or repairs and maintenance environments.
  5. Significant expertise in legislation, regulation, policy and best practice surrounding Fire Safety, with demonstrable audit and assurance experience in inspecting and providing best practice and advice.
  6. Expert understanding of Fire Safety Risk Management Frameworks and their application in a large organisation, including knowledge and demonstrable experience of Fire Risk Assessment Methodology and Practice.
  7. Proven ability to undertake complex organisational assurance audits and provide quality information and guidance of practices for assurance, including sound knowledge and demonstrable experience of providing Quality Assurance Reports on Third Party Assessments.
  8. Demonstrable experience of working with MHCLG, NHF, G15 and/or other government bodies and regulatory enforcers in the management of Fire Safety matters.
  9. Excellent communication skills; being able to communicate effectively at all levels of the organisation using different types of media and strategies.
  10. Demonstrate a 'can do' attitude to issues with evidence of problem-solving skills and a solution-focused attitude.
  11. Sound understanding and experience of record keeping for compliance including the ability to maintain and update accurate data logging, numeric and photographic records in a digital environment.
  12. Strong interpersonal skills including influencing and developing relationships with key stakeholders, duty holders and external agencies.
  13. Ability to undertake nationwide travel and have a full UK driving License and be in London on a regular basis.
