Job description

Purpose of the Role:

To ensure that the Council’s statutory obligations are met; such as compliance with Fire, Health and Safety regulations (Regulatory Reform (Fire Safety) Order 2005 and the Health and Safety at Work Act 1974).

To provide competent fire safety advice and support, to the Council’s Senior Managers and the Council’s housing department regarding the management of fire safety across the council’s residential and commercial portfolio.

To undertake fire risk assessments of complex and non-complex residential buildings and places of assembly.

To work in partnership with colleagues across the council and external agencies and support providers, to ensure the risk from fire to individuals, within their homes is suitably assessed and managed.

Accountabilities

  1. Provide competent advice to colleagues in the council housing department on all aspects of fire safety management.
  2. Undertake and deliver suitable and sufficient fire risk assessments on a range of building types and complexities in defined timescales and provide any recommendations.
  3. Provide advice and support to colleagues across council departments and third parties to ensure the risk to individuals from fire is adequately managed.
  4. Liaise with the fire service in support of community engagement campaigns and local events within the borough.
  5. Undertake joint inspections with LFB enforcement officers as and when requested to do so, in furtherance of their duties and liaise with LFB on behalf of the Council for any works or enforcement actions required.
  6. Provide competent technical advice at pre-application stage for new-build developments.
  7. Undertake and deliver pre-occupation FRAs on purchased or new build building assets on behalf of the council or its subsidiaries.
  8. Analyse fire safety data to determine key trends and risks.
  9. Complete post-fire FRA reviews/investigations and provide any recommendations.
  10. Provide advice and support to colleagues following a major fire incident/fatal fire.
  11. Any other duties reasonably requested by management.
  12. Carry out all accountabilities in compliance with the Council’s Policies and Procedures.

KNOWLEDGE, SKILLS & ABILITIES

Essential:

  1. As a regular and intrinsic part of this role requires you to communicate with other teams in English, the ability to converse at ease with colleagues and provide advice in accurate spoken and written English is essential and consistent with the requirements of this role.
  2. A fire safety or fire safety engineering qualification at Level 5 or higher from a recognised fire sector professional body.
  3. Membership of a recognised professional body (membership of a fire sector body or construction body will be accepted at Graduate level or higher).
  4. At least five years experience in undertaking complex and non-complex Fire Risk Assessments within the social housing sector.
  5. Demonstrable knowledge of building construction methods.

Desirable:

  1. Fire Door Inspector certification and/or Fire Stopping Inspection Diploma.
  2. Registration via a third party professional register as a “life safety assessor” – those not already registered on a scheme, will be expected to work towards and attain registration within their probationary period.
