Main Duties of the Job

Job Responsibilities

The main purpose of the role will be to manage the small finance team and prepare the management accounts acting as a business partner to the department budget holders. The post holder will be responsible for overseeing the day-to-day transactions through to year-end financial statement preparation.

Key Tasks and Responsibilities:

Reporting to the Head of Finance, the Finance Manager will provide support ensuring day-to-day duties of the Finance team are delivered.

General Responsibilities:

Through the team, create an inclusive partnering model which provides adequate support, data, and information to ensure managers have a good insight into team, budget, and contract performance both from a financial and data viewpoint. Be an approachable representative on all finance issues that arise within the Organisation communicating them to the relevant staff as well as ensuring the issue is resolved quickly and efficiently. You will be expected to manage your time effectively to meet the demands of the company.

Supporting the Head of Finance with ensuring the business planning process short, medium and long term is integrated into the monthly reporting process to the Board of Directors and Executive Management Team.

Job Description:

Manage the annual integrated budget setting process across the organisation with finance and budget managers. Full responsibility for the preparation of the monthly management accounts process ensuring closedown and delivery is timely, accurate and appropriately reflective of activity.

Develop and implement timely financial and activity reporting. Liaising with Commissioners and oversee and manage the process for accurate and timely processing of income and returns to Commissioners. Manage / implement contract and activity costings and appraisals for current and new business.

Oversee the annual statutory Audit process supporting the Head of Finance, including completion of financial statements in compliance with accounting standards. Oversee a cost analysis environment that informs the cost management and expenditure control process and introduces a preferred suppliers list across the organisation.

Ensure that the contracts and purchasing policy and procedure is enforced in all purchasing transactions. Deputise, as necessary for the Head of Finance to review and check the monthly payroll reports provided by the Payroll and Pensions Manager. Support the Head of Finance with recruitment of new members of staff into the team as and when required.

Any other duties as may reasonably be expected and which are commensurate with the level of the post.

Staff Supervision:

Collaborate with the Head of Finance to develop and enhance team capabilities, ensuring team members are equipped with the skills and knowledge needed to deliver outstanding services that facilitate informed and effective decision-making. To support, motivate and manage the team in the delivery of services to ensure that a high standard of customer care is provided. To identify training needs and provide staff with learning and development opportunities. Identify skill gaps and coordinate training opportunities to enhance team capabilities and foster professional growth.

Provide support to team members through one-on-one meetings to support in operational tasks or to support them overcome obstacles and resolve issues effectively.

Other Responsibilities:

Manage and oversee regular and timely reporting to the Senior Management Team and budget holders, with concise regarding performance and contract delivery which includes interpretation and to a strict timetable. Ensure the integrity of all data and data sets is maintained to a high standard with regular evidenced audit reporting. Ensure all Finance Contract KPIs are reported as contractually set out and which exploits all of the available data sources.

Working with departmental managers, develop and implement performance metrics to improve operational efficiency. Ensure activity reporting and performance metrics identifies areas of risk and need for improvement by showing comparator, actual and budget data. Identify and analyse root causes of issues and recommend corrective actions and solutions.

Ensure all reports meet specified validation and quality control requirements before they are published and take appropriate action to resolve any anomalies found within extracted data or reports. Manage, develop and make improvements to the Finance Partnering models across the organisation to ensure they are inclusive and integrated service models.

Manage conflicting demands from various points and assess the requirement needs of change. Maintain adequate working policies and processes which underpin the finance and intelligence systems, carrying out regular audits and updates. Implement sound business processes and internal controls across the organisation with an understanding of the impact on financial and information reporting.

Continuous improvement approach to all data sets internal and external to the organisation. Undertake any other duties of a similar nature consistent with the responsibilities of the post in order to provide a quality service. Person Specification

Experience

Essential

  • Experience of managing a Finance Team with experience of managing and developing staff teams.
  • Strong leadership and management skills.
  • A comprehensive understanding of common desktop operating systems and Office productivity software i.e. Windows, Office, etc.
  • Highly proficient in using Microsoft Excel.
  • Track record in delivering value through proactively partnering and influencing outside of the Finance Team.
  • Experience of implementing and developing reporting methods and tools.
  • Ability to prioritise, plan and focus on deadlines, work under pressure and against agreed timeframes and performance targets.
  • Skilled communicator of financial data in verbally and in writing.
  • Understanding of budget setting and monitoring processes, together with production of financial reports.

Desirable

  • Experience of Sage Intacct Finance system.
  • Understanding and experience of procurement and tendering processes.

  • An understanding of a non-for-profit organisation would be an advantage.

Qualifications

Essential

  • Accountancy qualification; (CCAB full/part qualified or equivalent eg ACCA, CIMA, CIPFA).
