Job Description:
The Estimator/Project Manager will be responsible for accurately estimating project costs for public work projects, primarily those requiring DCAM (Division of Capital Asset Management and Maintenance) certification. This role involves a comprehensive understanding of Massachusetts public bidding processes, including the solicitation and evaluation of sub-bid proposals. The ideal candidate will possess strong analytical skills, attention to detail, and the ability to work effectively within a fast-paced environment.
Estimating Responsibilities:
- Project Estimation:
- Prepare accurate and detailed cost estimates for public work projects, including labor, materials, equipment, and subcontractor costs.
- Analyze project plans, specifications, and other documents to determine project scope and requirements.
- Develop comprehensive bid packages, ensuring compliance with all applicable regulations and requirements.
- Utilize estimating software and tools to generate accurate and timely estimates.
- Subcontractor Management:
- Solicit and evaluate sub-bid proposals from qualified subcontractors, ensuring compliance with project specifications and timelines.
- Negotiate subcontractor agreements and manage subcontractor relationships throughout the bidding process.
- Maintain a database of qualified subcontractors and vendors.
- DCAM Compliance:
- Ensure all bid submissions adhere to DCAM regulations and requirements.
- Maintain a thorough understanding of Massachusetts public bidding laws and procedures.
- Manage and track all required DCAM documentation and certifications.
- Project Analysis:
- Conduct thorough project analysis to identify potential risks and opportunities.
- Review and analyze historical project data to improve estimating accuracy.
- Provide value engineering recommendations to optimize project costs.
- Collaboration:
- Collaborate with project managers, engineers, and other team members to ensure accurate and timely project estimates.
- Participate in pre-bid meetings and site visits.
- Present bid proposals to management and clients.
Project Management Responsibilities:
- Project Planning and Scheduling:
- Developing project schedules and timelines.
- Coordinating project resources and activities.
- Establishing project goals and objectives.
- Project Execution:
- Overseeing day-to-day project operations.
- Managing subcontractors and vendors.
- Ensuring project quality and safety.
- Monitoring project progress and performance.
- Managing project budgets and costs.
- Communication and Coordination:
- Serving as the primary point of contact for clients, subcontractors, and other stakeholders.
- Facilitating project meetings and communication.
- Providing regular project updates and reports.
- Project Control:
- Managing project changes and change orders.
- Identifying and resolving project issues and risks.
- Ensuring project compliance with regulations and standards.
- Project Closeout:
- Completing project closeout documentation.
- Conducting post-project reviews.
Experience:
- Minimum of 8 years of experience in construction estimating, preferably with a focus on public work projects in Massachusetts.
- Proven track record of successfully bidding and winning public work projects requiring DCAM certification.
- Experience as a general contractor estimating projects and soliciting sub filed bids.
Skills:
- Strong understanding of Massachusetts public bidding laws and procedures, including DCAM regulations.
- Proficiency in construction estimating software and tools (e.g., [Specify Software]).
- Excellent analytical, mathematical, and problem-solving skills.
- Strong communication and interpersonal skills.
