ProSidian Seeks an Equipment and Quality Assurance Specialist (ES / QA) - in CONUS - Portsmouth, VA 23704 to support engagements for a branch of the Dept. Of Homeland Security that supports the Command, Control, and Communications Engineering Center (C3CEN) to develop, build, field, train, and support advanced electronic command, control, and navigation systems.
The ProSidian Engagement Team Members work to provide Logistics Services for The Coast Guard Command, Control, and Communications Engineering Center (C3CEN), Product lines (PL) and Core Technologies (CT). Equipment and Quality Assurance Specialist (ES / QA) - Candidates shall work to support requirements for Program Support and provide Equipment and Quality Assurance Specialist (ES / QA) ES/QA services in support of C3CEN’s PLs and CTs. The following support services are required:
- Work with USCG COEs and PLs on lifecycle support of systems to prevent interruption of maintenance and mission.
- Review and make adjustment recommendations to match inventory and maintenance requirements for C3CEN-supported systems.
- Provide customer support to Coast Guard field units to promptly resolve maintenance and logistics questions.
- Monitor stock availability and recommend actions necessary to maintain mission requirements.
- Respond to requests for excess material at field unit level and prepare validation/valuation packages to establish due-in for return of reusable material.
- Review and provide recommendations on Engineering Change Proposals prior to submission to a Configuration Control Board (CCB), analyze configuration and supply data to identify and correct discrepancies, as well as assist in stock control.
- Incorporate SDLC documentation IAW COMDTINST 5230.66 (series), C4IT SDLC Policy.
- Manage equipment through the use of one or more of the following databases: Navy Configuration Data Managers Database – Open Architecture (CDMD-OA), Seamless Product Information, Data Exchange, and Repository (SPIDER), and the NITRA compiler/parser.
- Provide quality assurance review of PL/CT maintenance and supply plans; identify and correct deficiencies in required logistic support elements necessary to maintain C3CEN supported systems.
- Collaborate with PL/CT Item Manager on parts management and establishment of field level allowances.
- Enter data into Asset Computerized Maintenance System (ACMS) and/or FLS.
- Assist in the collection, analysis, and preparation of required technical data and documentation to include the development of desk guides and standardized configuration drawings.
- Review engineering data, job aids, technical guides/documents, desk guides, and illustrated parts breakdowns prior to field implementation to ensure consistent high-quality product delivery.
- Participate in supportability analysis to include Failure Mode Effects and Criticality Analysis (FMECA) and Level of Repair Analysis (LORA).
Additional Requirements/Tasks for the Lead ES/QA:
- Assign tasks for other ES/QA personnel.
- Maintain the ES Desk Guide (CDRL 009) for use by all C3CEN Government or Contractor personnel assigned ES duties.
The Equipment and Quality Assurance Specialist (ES / QA) shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, must be able to use a computer to communicate via email; and be proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
Qualified personnel shall be able to perform roles and responsibilities to perform all requirements specified with specific minimum qualification requirements including:
- Shall have a minimum of 3 years of Federal Logistics Management experience.
- Shall be knowledgeable and proficient in the use of various USCG support databases including, but not limited to, Asset Logistics Management Information System (ALMIS), Asset Maintenance Management Information System (AMMIS), NESSS, Fleet Logistics System (FLS), ACMS, CMplus, Federal Logistics System (FedLOG), and SFLC Central.
In addition to the minimum qualification requirements listed, additional minimum qualification requirements include:
- Shall have an Associate’s Degree (or equivalent) or higher.
- Shall have a minimum of 5 years of leadership experience leading a Logistics Management Team.
- Shall have a minimum of 3 years of ALMIS, AMMIS, NESSS, FLS, and FedLOG experience and 3 years of IMS or ES/QA - Equipment Specialist (ES) and Quality Assurance (QA) experience under the USCG Modernized construct.
TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
LOCATION: Work shall be conducted at the CONUS - Portsmouth, VA 23704.
