About you


We are seeking an exceptional candidate with a proven track record in all aspects of utility management and energy procurement. You will have a solution focussed approach to provide advice, guidance, and support within this area to stakeholders across the university. You will have experience in utility forecasting, budgeting, and delivering energy efficiency measures for a complex organisation. You will conduct yourself in a professional manner, building effective relationships with stakeholders to encourage positive change.

About the role

An exciting opportunity has risen to join the growing Carbon Net Zero Team and help shape the sustainability performance of a world-class institution. The team is based within the Estates and Campus Facilities Division which has responsibility for looking after the university buildings and infrastructure.

The Carbon Net Zero Team are a major contributor to delivering on the University's commitment to be net zero carbon for scope 1 and 2 by 2030. This role will be pivotal in helping the university reduce its carbon emissions. The main purpose of the role is the monitoring, analysing and reducing the University's energy consumption and utility expenditure. You will also assist the Net Zero Programme Manager in the development and delivery of programmes, projects and policies that make a major contribution to achieving the University's net zero target. There will be the need to work closely and build effective relationships with a variety of internal and external stakeholders.

To be successful in this role you will have:
  • A Degree/NVQ 4 or equivalent Professional membership/experience
  • Extensive, in-depth knowledge and experience of carbon and utility management in large organisations
  • Experience in leading energy audits and proactively identifying and delivering energy efficiency measures.
  • Experience in developing and implementing strategy and policy.
  • Evidence of ability to work unsupervised to deadlines, planning and setting priorities for own work and that of others and monitoring progress.
This is a full time, open ended post.

Salary: £40,247 - £45,163 per annum (Grade 6)

Job Description

Job Purpose

The Energy Manager is responsible for providing professional advice and guidance to the University with a focus on reducing the energy and carbon impact of the university buildings. The role holder will be responsible for managing the university's utilities and energy usage, seeking to reduce costs, consumption, carbon emissions and our environmental impact on an ongoing basis. They will manage and develop the metering network across campus, enabling the University to collect consistent and accurate utility data for internal and external reporting and forecasting. They will assist the Net Zero Programme Manager in the development and delivery of programmes, projects and policies that make a major contribution to achieving the University's net zero target.

Duties and Responsibilities

Key Duties
  • Lead the day-to-day management of the University's utilities budget and consumption, including procurement, metering, bill validation, recharging, forecasting, and reporting.
  • Lead the design, delivery, and management of the utility metering strategy, maintaining an accurate and up to date database of metering data for energy and carbon monitoring and reporting.
  • Undertake detailed energy consumption profile and utility analysis to identify anomalies and provide recommendations for efficiency improvements. Take action where required and monitor outcomes.
  • Lead building energy audits to identify energy savings opportunities and assist with the preparation of business cases to gain support for financial investment.
  • Create, manage, and review utilities forecasts, accruals, budgets, and other financial reporting as required, including the internal and external charging for utilities to ensure utility costs are being recouped appropriately. Work with the aim of reducing financial expenditure for utilities.
  • Be a subject matter expert for all aspects of utility management and energy procurement across the university, ensuring value for money is achieved through our energy contracts.
  • Chair the University Energy Risk Management Group and maintain an awareness of current utility market intelligence, best practice, and innovations.
Operational
  • Act as the primary contact for all utility related queries, including recording and regularly submitting meter reads to our utility suppliers to ensure accurate invoicing and financial reporting.
  • Set priorities for utility management to ensure that standards and targets are met.
  • Establish and monitor key performance indicators for energy and water management. Regularly review performance against carbon and utility reduction targets as well as internal and external benchmarks.
  • Utilise energy data to provide regular feedback, reports, briefings and presentations on energy and emissions saving opportunities.
  • Develop and maintain effective systems, to ensure the university's legal compliance with energy/carbon related schemes as necessary.
  • Manage and maintain Display Energy Certificates and Energy Performance Certificates across all relevant campus buildings.
Networks and Co-Working
  • Support the Carbon Net Zero Data Analyst to collate, monitor and present carbon emissions and utility data. Identify and resolve information gaps to maintain accurate and complete utility data.
  • Provide specialist advice and support to colleagues across the University on utility matters.
  • Work with building users to help achieve energy efficiency savings through the design and delivery of workshops, webinars, training, and guidance.
  • Work closely with the Building Services Team to make use of the BEMS as a tool for energy and metering management.
  • Establish working relationships with key contacts across the University's Schools/Directorates and outside bodies as required.

  • Assist in the planning, development and implementation of our net zero roadmap in respect to energy management, utility procurement and utility reduction projects.
  • Support the Net Zero Programme Manager in the preparation of reports, papers, and business cases to facilitate energy and carbon reduction, providing project progress reports as required.
  • Supervise contractors and suppliers as appropriate to ensure all works are carried out in full compliance with H&S requirements, including access to metering equipment as requested by our utility suppliers.
  • Engage in relevant CPD and undertake sector specific research as appropriate to keep up to date with relevant legislation.
  • Ensure that an understanding of the importance of confidentiality is applied when undertaking all duties.
  • Ensure compliance with legal and regulatory requirements in respect of equality and diversity, data protection, copyright and licensing, security, financial and other University policies, procedures, and codes as appropriate.

As a large consumer of utilities, the University recognises its responsibilities to Wales and the environment from the consequential emissions of its activities. Monitoring the consumption of utilities is key to being able to manage and reduce emissions.
